Responsible for administrative and technical direction of the flight operations staff and management of facility matters at assigned office.

Stays abreast of maintenance activities and ensures flight program goals are achieved through open communication with the Line Maintenance Supervisor.

Work includes routine project/program tasks based on established policies, procedures, and guidelines.

Managerial duties affect employees in one organizational unit, and include:

setting priorities; assigning tasks; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking or recommending corrective/disciplinary action, as appropriate.

Contributes to budget planning process and projects short-term future needs.

Plans and directs the flight operations aspects of the office activities and develops recommendations for the establishment of policy and procedures, which will improve the safety and efficiency of FAA Flight Program aircraft operations.

Coordinates with appropriate Flight Management Group personnel on matters pertaining to accomplishment of mission workload. Make recommendations for the development of technical training programs for all flight operations personnel.

Responsible for the creation and maintenance of an atmosphere that promotes positive human relations and open communications between employees and their supervisor.

Responsible for assuring employees can effectively contribute to the accomplishment of the flight program mission, FAA goals, and objectives.

Assures employees are given a real and continuing opportunity to influence their work environment and are able to provide input on the methods of work accomplishment.

Ensures crew member activities are in accordance with applicable Title 14 Code of Federal Regulations (14 CFR) parts and agency policies, and ensures the technical competence of flight crewmembers.

Ensures that assigned crewmembers carry required current documents, directives/manuals, airport aeronautical information, current navigation and instrument approach charts. Ensures crewmembers are in compliance with the requirements for medical, check rides, training and flight and rest requirements.

Applies a comprehensive knowledge of technical aspects of the directed, a detailed knowledge of budget, human resource, and other administrative policies and procedures, and a detailed understanding of the objectives of the organizational unit.

Contacts are primarily within the organizational unit/major subdivision with subordinates, peers, and higher-level mangers to discuss the status of projects/programs and to share information.

In some areas, may also have frequent contact with customers to explain policies, procedures or for other project/program purposes.

Serves as the Flight Program Operations facility point of contact for interface with other Flight Program Operations and FAA offices; local, state, and federal agencies; private organizations; and aviation customers.

Established guidelines, policies, and procedures typically govern work.

Resolves routine problems independently, but consults with higher-level management when existing guidelines are not available or applicable to complex problems.

May be called upon to assist in the development of new policies and procedures.

Individuals and organizational performance is typically reviewed periodically by higher level management, often through status reports and organizational performance measures, to ensure timeless, policy compliance, and alignment with project/program objectives.

Work activities typically impact directly on the objectives of the organizational unit. In some areas, the work may affect the organizational unit's internal and external customers.

This position is a sensitive, noncritical level 2 position and requires A SECRET clearance since information concerning the location of some navigational aids is classified.
