About the Position

The Chief of Staff, Operations Division, is responsible for planning, scheduling, directing, budgeting, coordinating, advising, supervising, and reviewing branch activities through subordinate specialists, team leaders, and branch staff to satisfy customers or in support of the management of the fiscal and administrative functions.

Key Responsibilities
  • Develop long-term plans and schedules, establish work procedures and methods, and resolve controversial and critical issues relative to funding, program goals, priority of work, etc.
  • Monitor program performance indicators to ensure timely and efficient execution of the O and M program.
  • Oversee overall administrative programs and support provided to personnel, ensuring efficient fiscal execution of mission and funds for Operations Division.
  • Assist in the formulation and submission of annual and five-year program budgets, execution of reprogramming actions, financial guidance staff support to Operations Division Project Managers.
  • Review and analyze cost reports with project managers to assure charges are authorized and appropriate actions are taken for the ultimate disposition of inappropriate charges.
  • Maintain awareness of customer needs and other agencies' commitments in support of Operations Division Project Managers.
  • Advise subordinates on both work and administrative matters and determine training needs.
  • Apply experience of O and M theory and principles to evaluate, interpret, and communicate on appropriate aspects of all civil works projects within the area of responsibility.
  • Integrate District and higher headquarters policy requirements into a comprehensive O and M management plan that is fully coordinated with various functional elements within the District.

Applicants must have one year of specialized experience that includes providing input to the Division Executive Staff and upper management in the areas of staff management, administrative control duties, and Stakeholder Engagement.

Grade Requirement

Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
