Position Overview

REGIONAL OPERATIONS ENGINEERING LEADER

JOB SUMMARY:

  • The Regional Operations Engineering Leader (ROEL) is responsible for supervising all CCS Engineering job sites within the assigned territory.
  • This role encompasses oversight of all facility-related operations in compliance with applicable Federal, State, and local standards, guidelines, and regulations.
  • Key areas of focus include Engineering and Safety.
  • In collaboration with the Engineering Director of Operations (EDO), the ROEL aids in the establishment and execution of policies and procedures, formulates staffing strategies, prepares reports and budgets, coordinates with various departments, and guarantees the delivery of quality services.

Core Responsibilities:

  • Manage comprehensive facility operations.
  • Plan, direct, and assess engineering, maintenance, and safety activities to ensure adherence to all relevant rules, regulations, and guidelines.
  • Oversee and effectively implement work order and preventive maintenance initiatives.
  • Evaluate the condition of buildings and grounds; strategize for necessary maintenance, repairs, supplies, and equipment.
  • Engage with designers, architects, engineers, vendors, maintenance providers, and contractors.
  • Administer the Property/Community Risk Management Procedure Plan.
  • Guide staff project assignments within budgetary constraints and timelines, maintaining quality and safety standards.
  • Implement employee policies and procedures. Develop, maintain, and periodically revise written policies and procedures along with job descriptions. Train staff on these policies and procedures.
  • Develop and monitor departmental budgets, forecasts, and staffing plans. Ensure optimal use of financial resources.
  • Prepare reports and recommendations for the EDO as needed regarding departmental operations.
  • Establish methods for coordinating departmental services with other member services to ensure continuity of care.
  • Participate in inspections and surveys conducted by regulatory agencies.
  • Complete necessary forms, reports, evaluations, and studies.
  • Attend training sessions and staff meetings. Continue to enhance job-related knowledge, skills, and abilities through ongoing educational opportunities for personal and professional growth.
  • Perform additional duties as assigned.

Supervisory Responsibilities:

  • This position reports to the EDO and is expected to operate independently while exercising sound judgment.
  • The role includes supervising, directing, and reviewing the work of other employees, conducting performance evaluations, and taking disciplinary actions as necessary.

Qualifications:

  • To succeed in this role, an individual must be capable of performing each essential duty satisfactorily.

Educational Background and Experience:

  • High School Diploma or equivalent (GED) is required.
  • A minimum of 7 years of progressively responsible experience in facility operations is required, preferably in the commercial real estate or a related field.
  • Experience or training in electrical, plumbing, HVAC systems, and building automation systems is required.
  • Current Universal EPA Certification is mandatory.
  • Proficient knowledge of machinery, tools, repair techniques, and related maintenance is required.
  • Experience with electrical systems, communication systems, fire panels, emergency response systems, and disaster preparedness is essential.

  • Ability to read and write, follow written and oral instructions, and communicate effectively in English.
  • Strong problem-solving skills and the ability to develop conceptual alternatives.
  • Ability to interact with customers in a courteous and friendly manner.
  • Demonstrated leadership and motivational skills.

Technical Skills:

  • Knowledge of building codes, systems, operations, safety, and security.
  • Familiarity with maintenance, servicing, and repair of equipment, buildings, and grounds.
  • Understanding of laws, regulations, and guidelines relevant to the facilities engineering industry.
  • Computer literacy and experience are required.
  • Ability to plan, organize, develop, implement, interpret, and manage programs, goals, objectives, policies, procedures, and resources necessary to deliver quality services.

Physical/Sensory Requirements:

Daily Activities:

  • Must be capable of sitting, standing, walking, climbing stairs, reaching, turning, bending, stooping, crouching, and kneeling, as well as fine manipulation.
  • Must be able to lift up to 25 pounds unassisted.
  • Must be able to carry, transfer, push, pull, and reposition individuals with assistance or using appropriate equipment.
  • Must have normal eyesight or utilize corrective lenses.
  • Must possess three-dimensional vision and the ability to judge distances and spatial relationships accurately.
  • Must be able to recognize colors.
  • Must be able to hear and distinguish between normal tones and perceive the nature of sounds.
  • Must be able to communicate ideas verbally and convey detailed instructions to other workers accurately and effectively.
  • Must have a normal sense of touch and smell.

Environmental Adaptability and Safety:

  • Work is conducted in a well-lit, well-ventilated environment.
  • Must be able to tolerate occasional exposure to dust, fumes, odors, water, and some noise.
  • When outdoors, must be able to endure exposure to varying weather conditions, including temperature fluctuations (hot and cold), as well as wet and/or humid environments.
  • Subject to frequent interruptions and interactions with potentially hostile or emotionally distressed individuals.
  • Must be willing to work beyond standard hours and on weekends when necessary, as well as in other roles as required.

Experience:

  • Engineering: Minimum 7 years (Required)
