Position Overview

The American Council of Engineering Companies is seeking a dedicated Civil Engineer to become a vital member of our team. This role will report directly to the General Manager and play a key part in the organization's Senior Leadership Team.

Key Responsibilities
  • Oversee the acquisition and strategic development of water rights.
  • Provide advisory input and analytical support for capital projects related to water and wastewater.
  • Design and manage the operation of water supply well field systems.
  • Engage in contract and project management activities.
  • Conduct analysis of current and future water demand.
  • Facilitate grant acquisition efforts.
  • Review developer plans and oversee construction processes.
  • Supervise the engineering department, including engineers and SCADA personnel.
  • Offer engineering support to various departments, including operations and customer service.
  • Negotiate and monitor contracts for design, construction, and maintenance with vendors.
  • Review and provide insights on financial agreements related to water and wastewater with regional partners.
  • Collaborate with financial teams to create annual budgets.
  • Support the development of strategic plans for water and wastewater, ensuring alignment with organizational goals and policies.
  • Contribute expertise to legal proceedings, including water court cases.
  • Build and maintain relationships with regional utilities, vendors, developers, and governmental entities.
  • Prepare and manage public solicitations for design and construction projects.
  • Ensure adherence to development standards and oversee the development review process.
  • Perform additional duties as assigned.
Minimum Qualifications
  • Bachelor's degree in Civil Engineering, Water Resource Engineering, or a related discipline.
  • Licensed as a Professional Engineer in the State of Colorado or the ability to obtain licensure within six months.

This is a full-time, salaried position, classified as exempt under the Fair Labor Standards Act. The successful candidate will work closely with operations staff and management to assess infrastructure needs and prioritize capital projects.
