Job Overview

This role is designated for a Regulatory Policy Specialist to assist the Part 810 Program within the National Security Administration's Office of Nonproliferation Policy. The Part 810 Program enforces 10 CFR Part 810, which formalizes the Department of Energy's responsibility for approving the transfer of unclassified technology and support to foreign atomic energy initiatives.

The individual in this position will oversee the software portfolio of the Part 810 Program, ensuring that export control and nonproliferation considerations are integrated into software transfer processes. Additionally, this role will contribute to the broader application of the 10 CFR Part 810 regulation and other programmatic responsibilities as required.

Key Responsibilities:

  • Facilitate the execution of 10 CFR Part 810 by reviewing authorization requests, engaging in briefings and outreach with the civil industry, and collaborating with subject matter experts.
  • Lead stakeholder engagement within the complex and interagency to ensure alignment on pertinent policies and procedures regarding software regulation.
  • Assist in developing policy positions concerning software regulation.
  • Represent Part 810 interests in extensive interagency policy discussions and documentation.
  • Conduct Freedom of Information Act (FOIA) reviews to support program-related requests.
  • Coordinate and synthesize input from technical and subject matter experts into coherent documentation and policies to aid programmatic decision-making.
  • Support the creation and upkeep of program knowledge retention and documentation processes.
  • Conduct independent research, gather information from diverse sources, and collaborate with partners to devise innovative solutions to complex challenges.

Minimum Qualifications:

  • Master's Degree in a relevant field or 5 years of pertinent work experience.
  • Exceptional written communication skills and meticulous attention to detail.
  • Strong organizational abilities and capacity to manage multiple tasks.
  • Previous experience in formulating policy recommendations.
  • Genuine interest in national security and nonproliferation.
  • Q-clearance or the capability to obtain a Q clearance.
  • Access authorization for Sensitive Compartmental Information or the ability to acquire it.
  • This is a full-time position with a blend of telework and in-office requirements.

Preferred Knowledge, Skills, and Abilities:

  • PhD in a relevant field or 7 years of pertinent work experience.
  • Familiarity with various modeling software.
  • Prior experience within the complex.
  • Experience in regulatory and/or export control.
  • Previous involvement in conducting FOIA reviews.

Work Environment: This is a full-time position based in Washington, DC, with options for telework, requiring in-office presence at least three days a week, depending on the nature of meetings and office needs.

Compensation: Salaries are determined based on various factors, including external market data, internal equity, and the candidate's relevant knowledge, skills, and abilities.
