KEY RESPONSIBILITIES

The Human Resources Business Partner (HR BP) serves as a vital strategic ally to designated departments within Wayne County, delivering comprehensive HR services with a primary focus on talent acquisition. This position integrates traditional HRBP responsibilities—including employee relations, performance management, and organizational development—with active participation in the recruitment and selection processes. The HRBP will work in close partnership with department leaders to ensure HR initiatives are in sync with the objectives of Wayne County while driving the recruitment process to secure top-tier talent.


Essential Duties
  • Provide HR guidance and support to departmental staff as needed.
  • Collaborate with leadership to align departmental operations with strategic objectives.
  • Enhance workplace relationships, boost morale, and promote productivity and retention.
  • Prepare various documents, including reports, memos, and financial statements, utilizing appropriate software tools.
  • Manage responses to all FOIA and Subpoena requests directed to the HR department.
  • Administer unemployment claims and processes.
  • Participate in career fairs to promote employment opportunities.
  • Communicate HR-related matters to departmental staff and provide necessary support.
  • Assist executive staff with HR projects and departmental operations.
  • Offer guidance on HR policies, budget management, procurement, and communications.
  • Lead the end-to-end recruitment process for assigned departments, encompassing sourcing, screening, interviewing, and candidate selection.
  • Work with hiring managers to establish job requirements and develop effective recruitment strategies.
  • Utilize diverse sourcing methods to attract qualified candidates, including job boards and networking.
  • Manage relationships with external recruiting agencies as necessary.
  • Oversee the onboarding process for new hires, ensuring a smooth integration into the organization.
  • Support managers and employees in performance management, including goal setting and development plans.
  • Address employee relations issues, ensuring equitable application of policies.
  • Identify training needs and implement development programs to bridge skill gaps.
  • Maintain accurate HR records, including employee files and recruitment metrics.
  • Analyze HR reports to provide insights into workforce trends and recruitment effectiveness.
Qualifications

Educational Background

  • A Bachelor's Degree in Human Resources Management or a related field, or equivalent experience.

Professional Experience

  • Proficiency with Oracle or similar ERP/HRIS systems is highly preferred.
  • Experience with compensation analysis tools such as PayFactors or PayScale is strongly preferred.
  • A minimum of 5 years of experience in a Human Resources Generalist role, including expertise in compensation analysis and talent management.
  • Comprehensive knowledge of various HR disciplines, including compliance, employee relations, and performance management.
  • SPHR certification is preferred but not mandatory.
  • Experience in a unionized environment is advantageous.
