Position Summary

The Financial Planning Analyst II will deliver comprehensive budget analysis support to PM IEN Requiring Activities, aligning with the expectations of a significant Army program office that involves multiple O5 offices. This role entails daily reporting to O6 and long-term reporting to Congress and ASA(ALT).

Essential Requirements

Applicants must be eligible to obtain and maintain a Secret clearance, which necessitates U.S. Citizenship.

Key Responsibilities

The primary duties and responsibilities include, but are not limited to:

1. Develop, maintain, and update spending plans to provide status reports.
2. Monitor financial activities to track all fund requests and obligations using the Comprehensive Cost and Requirement System.
3. Ensure the accuracy of the Manpower Workbook and Army Portfolio Management System inputs.
4. Execute transactions in the General Fund Enterprise Business System (GFEBS) and Logistics Modernization Program systems as required.
5. Offer budgetary and financial guidance to IEN stakeholders as needed.
6. Collaborate with Budget Management Division, Acquisitions, PMD, and Project Office personnel to maintain spend plans and financial reports.
7. Conduct reviews and research on financial systems, contracts, and documents for unliquidated obligation balances.
8. Manage data in spreadsheets and financial records related to contracts, travel, training, awards, and labor.
9. Prepare management-level reports and presentations regarding funding and budgets.
10. Assist with annual Planning, Programming, Budget, and Execution of funds.
11. Track and report weekly obligations against OSD goals and financial findings.
12. Support Year-end closeout activities.
13. Coordinate responses to external funding source requests for financial data, including cost estimations.
14. Formulate budget estimates for multi-year programs and develop cost-benefit analyses of proposed actions.
15. Conduct independent qualitative and quantitative analysis of complex financial information.
16. Manage and monitor execution of Defense Travel System (DTS) budgets.
17. Review travel authorizations and vouchers for fund verification.
18. Generate weekly/monthly DTS and GFEBS reports for reconciliation.
19. Perform additional budgetary and financial duties as assigned.

Daily Operations

Plan daily activities in accordance with company policies and supervisor instructions to maximize productivity. Take initiative for personal development by engaging in available training opportunities.

Education and Experience

A Bachelor's degree with a minimum of five (5) years of relevant experience, or seven (7) years of relevant experience without a degree. Experience with Army stakeholders supporting similar services is preferred.

Knowledge, Skills, and Abilities

Demonstrated knowledge of relevant concepts and ability to apply DoD classification guidelines. Capable of working semi-independently with oversight and direction. Proficient in producing clear and concise reports and communicating complex issues effectively.

Language and Mathematical Skills

Ability to interpret business documents and write reports. Proficient in mathematical calculations and applying basic algebra and geometry concepts.

Reasoning Ability

Ability to define problems, collect data, and draw valid conclusions. Capable of interpreting complex technical instructions.

Physical Demands
