Position Overview:
This role is situated within the Superfund & Emergency Management Division, specifically in the Emergency Response Branch 1, Emergency Response Section 1.


About the Division:
This is an office-based role requiring regular attendance at the designated duty station.

It is essential to meet all qualification criteria, including those specified in the Education section, by the closing date of this announcement.


Qualifications:
To be eligible for the GS-09 level, candidates must possess one of the following:

  1. One year of full-time specialized experience equivalent to at least the GS-07 level, which includes assisting in the response to hazardous chemical or biological incidents and evaluating environmental occurrences to determine appropriate actions.
  2. Two years of progressively advanced graduate education leading to a master’s degree, or a master’s or equivalent graduate degree directly related to the position.
  3. An equivalent combination of education and experience.

For the GS-11 level, candidates must have:

  1. One year of full-time specialized experience equivalent to at least the GS-09 level, defined as assessing the nature, size, and extent of spills or releases, identifying potential hazards, and aiding in investigations for enforcement actions.
  2. Three years of progressively higher-level graduate education leading to a Ph.D. degree, or a Ph.D. or equivalent doctoral degree directly related to the position.
  3. An equivalent combination of education and experience.

Competencies:
Your responses to the online assessment will evaluate your skills in the following areas:

  • Evaluating and applying hazardous waste site cleanup techniques and technologies.
  • Understanding the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), the Superfund Reauthorization Act (SARA), and other relevant environmental regulations.
  • Knowledge of the Federal Acquisition Regulations (FAR).
  • Basic techniques for hazardous waste site investigation, fact-finding, and evidence collection for potential civil or criminal proceedings.
  • Written communication skills.
  • Providing technical support for environmental emergencies and uncontrolled hazardous waste site responses.
  • Oral communication skills.
  • Contributing to the development of planning, prevention, and preparedness activities regarding hazardous agent releases.

Experience Consideration:
Experience includes both paid and unpaid roles, such as volunteer work through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, community, student, social).

Volunteer experience is valuable and contributes to the competencies, knowledge, and skills applicable to paid employment.


Credit will be given for all qualifying experience, including volunteer work.
