Job Summary

The Loudoun County Department of General Services is seeking a highly qualified Division Manager to oversee the administrative functions, business operations, and strategic planning for the Waste Management Division. This newly-created position will be responsible for managing the County's public facing recycling programs and developing and implementing policies and procedures to ensure efficient and effective operations.

Key Responsibilities
  • Develop and implement administrative operational policies and procedures
  • Provide day-to-day leadership and personnel management of business operations, solid waste planning, recycling, and information technology support
  • Supervise a team of staff, including business operations managers, recycling specialists, service managers, and IT program specialists
  • Manage procurement policies and processes, and support contracts for the Waste Management Division
  • Develop and administer the Solid Waste Program budget
  • Oversight of Virginia Litter Prevention and Recycling Grant
  • Implementation of the Loudoun County Recycling Codified Ordinance Chapter 1080
  • Development, updating, and certification of the Loudoun County Solid Waste Management Planning District 20 Year Plan
  • Completion and submission of Annual Recycling Rate Report
  • Management of the Annual Landfill Financial Analysis process, cooperatively with the Division of Management Services and the Department of Finance and Budget
  • Management of the strategic planning of landfill site development from present to facility closure
  • Management of the Virginia Department of Environmental Quality Annual Financial Assurance reporting process
  • Completion of the Virginia Solid Waste Management Information Act (SWIA) reporting
  • Guidance of staff in the Virginia Environmental Excellence Program Certification/Reporting
  • Ensuring the Waste Management Program vehicles and equipment are replaced through the Vehicle Replacement Fund and machine equipment replacement funds (MERF) process
  • Ensuring the semiannual facility capacity is tracked and reported in a proactive manner
  • Management of programs within budget
  • Review and authorization of commercial account applications
  • Management of waste hauler contracts program
  • Human Resources administration for the Waste Management Program, including recruitment, training, and discipline
  • Ensuring administrative support is provided to both Waste Management Divisions
  • Ensuring the Solid Waste Management Facility is in compliance with federal, state, and local laws, Virginia Waste Management Regulations, and all permit requirements
  • Ensuring documentation and records are maintained
  • Management of contracts for daily operations materials and supplies
  • Acting on behalf of the Assistant Director and Solid Waste Facility Operations Division Manager in their absence
Requirements
  • Masters degree in Business, Public Administration, or a department-related area
  • Three (3) years of directly related, progressively responsible work experience, including two (2) years in a supervisory or management role, preferably in a government setting
  • Equivalent combination of education and experience
Preferred Qualifications
  • Experience managing staff in an industrial unionized workplace under a negotiated collective bargaining agreement
  • Professional/management certification and active membership in job-related professional organizations
