Note: The standard starting salary for this role is the minimum of the specified pay range. A higher salary may be considered based on the qualifications and experience of the chosen candidate, in accordance with the City's step placement policy.

Safety and Security Designation: This position is classified as safety sensitive under the Oklahoma Medical Marijuana and Patient Protection Act, which means disciplinary actions, including termination, may occur if an employee tests positive for marijuana components or metabolites, regardless of possessing a medical marijuana license.

Cyber Security Designation: Effective June 26, 2023, this role is classified as cyber security sensitive to comply with the United States Department of Justice and FBI regulations. This requires national fingerprint-based background checks prior to granting access to sensitive information.

Department Overview: This position functions as the Physical Security Manager for the City of Oklahoma City, reporting directly to the General Services Director. The Physical Security team consists of two members, including the Manager and a Systems Support Specialist III, providing services related to facility access control and surveillance systems.

Position Summary: Located within the Administration Division of the General Services Department, this role is under the supervision of an immediate manager. The primary responsibilities include project management, training, and overseeing professional and technical staff across various departmental functions. The incumbent will support a range of IT programs, including Client Support, Network Infrastructure, Public Safety Communications, and Information Security. Key responsibilities include:

  • Providing oversight and technical assistance to staff managing enterprise hardware and software.
  • Evaluating and implementing new systems and replacements.
  • Coordinating project management implementations.
  • Developing program goals, objectives, and budgets.
  • Preparing administrative reports and monitoring maintenance contracts.

Frequent interaction with other City departments, contractors, vendors, and external agencies is expected to exchange information and provide technical support regarding program activities. Work is reviewed by division managers or the Information Technology Assistant Director for effectiveness and adherence to policies.

Veterans Preference: Honorably discharged veterans of the United States Armed Forces, National Guard, and Reserve Forces who meet the qualifications for this position will receive preference. General Job Requirements:

  • Proficiency in applying project management principles within an IT environment.
  • Experience in supervising and managing staff.
  • Ability to oversee employee management, including monitoring activities and conducting evaluations.
  • Familiarity with enterprise operating systems and productivity software.
  • Experience in developing and managing change management policies.
  • Competence in budget management and reporting.
  • Knowledge of Active Directory administration.
  • Understanding of current and emerging technologies to address business needs.
  • Valid driver’s license required.

Infrastructure Support Requirements:

  • Experience in configuring and monitoring enterprise infrastructure.
  • Ability to install, configure, and troubleshoot enterprise systems independently.
  • Knowledge of maintaining stability and security in an enterprise domain.
  • Skills in creating disaster recovery procedures.
  • Experience in performance analysis and system tuning.
  • Ability to manage infrastructure through programming automation.
  • Expertise in resolving complex operational issues.
  • Providing technical expertise and policy direction for enterprise infrastructures.

Departmental Preferences:

  • Five years of experience in commercial technologies for medium to large enterprises.
  • Five years of project management and staff supervision experience.
  • Five years of experience with access control systems.
  • Five years of experience with CCTV/VMS systems.
  • Five years of experience with fire and burglar systems.

Competencies: The role requires strong execution, judgment, teamwork, customer service orientation, strategic thinking, and commitment to continuous improvement.

Working Conditions: Primarily indoors in a climate-controlled environment, with occasional travel and the need to work beyond standard hours.

Physical Requirements: Ability to lift and carry equipment, dexterity for operating diagnostic tools, and good vision and hearing for effective communication.
