Candidate Profile
  • Bachelor's degree in business, economics, finance, or a related quantitative field; an advanced degree (MBA/JD/PE) is advantageous.
  • At least 3 years of experience in an Energy Trading Firm, including 2 years in a compliance role within the ERCOT Market or a similar position in another ISO/RTO or relevant market regulator.
  • In-depth knowledge of industry laws, regulations, and standards pertinent to Energy Trading.
  • Comprehensive understanding of the ERCOT market, encompassing DAM, CRRs, resource adequacy requirements, ancillary services, and BESS resources.
  • Strong grasp of Energy Trading markets and products (Natural Gas/Power/Renewables); familiarity with daily operations, risk management, and trading practices, including both physical and financial transactions.
  • Exceptional communication and presentation skills, both oral and written, with the ability to engage with diverse individuals and personalities within and outside the organization.
  • Proficient problem-solving abilities, critical thinking, and the capacity to make informed recommendations while addressing complex regulatory challenges.
  • Strong organizational and time management skills, with the ability to prioritize tasks in a high-pressure, multi-tasking environment.
  • Capability to collaborate across the organization to align market compliance requirements with commercial opportunities and business goals.
  • Self-motivated and capable of working independently in a dynamic trading environment under tight deadlines and high expectations.
  • Proficient in MS Office applications (PowerPoint, Word, Excel, Outlook).

Key Responsibilities

As an ERCOT Regulatory Analyst, your responsibilities will include:

ERCOT Specific Functions
  • Conducting regulatory analysis for ERCOT, ERCOT Reliability Monitor (ERM), Texas RE (ERO), PUCT, and Independent Market Monitor (IMM).
  • Focusing on current priorities such as ERCOT Protocols, Ancillary Services reform, Resource Adequacy, BESS reforms, and addressing increasing intrazonal congestion, particularly in the North Zone.
  • Engaging with priority stakeholder forums including ERCOT stakeholder groups and the Protocol Revision Request process, Gulf Coast Power Association, etc.
Regulatory Monitoring and Analysis:
  • Continuously monitoring ERCOT Protocols and market rules to assess their impact on ongoing business operations.
  • Analyzing ERCOT market activities (e.g., ancillary and energy bids/offers) to evaluate their implications for the business and provide appropriate advice.
  • Actively tracking regulatory groups and relevant publications to gauge their impact on current and future business activities, as well as policies, procedures, and operational controls.
  • Advising the organization on pending or upcoming ISO market proposals through the market stakeholder process and assessing their impact on business operations and policies.
Advocacy and Relationship Management:
  • Building and maintaining strong relationships with ERCOT regulators (ERCOT/ERM/IMM/PUCT).
  • Participating in significant ISO sector and interest area stakeholder meetings, advocacy efforts, regulatory proceedings, and market rulemaking, while advising the business on potential impacts to trading activities.
Market Compliance Controls:
  • Enhancing, developing, implementing, and monitoring internal market compliance controls to ensure adherence to ERCOT market rules and protocols.
Advice and Assistance:
  • Providing expert guidance on regulatory and administrative aspects of TGPNA's current and future activities in the ERCOT market, including rules, tariffs, protocols, and operating guides.
  • Assisting the Market Compliance team in delivering ad hoc regulatory guidance and proactive counsel to the organization and senior management on ERCOT-related regulatory matters.
  • Supporting the Market Compliance team in investigating and responding to regulatory data requests and inquiries.
Market Compliance Training:
  • Contributing to the development of ERCOT market compliance training programs to ensure employee awareness of ERCOT rules and requirements.
  • Assisting the Market Compliance team in delivering training to the Front Office (power traders, originators, operators), control functions (Middle Office/Back Office), and other company resources regarding market design, structure, and regulatory aspects of trading in the ERCOT market.

Key operational and financial metrics regarding the Company's energy trading and marketing activities include:
  • Diverse Energy Commodities encompassing Gas, Power, NGL, LNG, Dry bulk, and Renewables.
  • Workforce: over 125 employees.
PURPOSES

Under the general supervision of the Senior Regulatory Advisor, the ERCOT Regulatory Analyst serves as a subject matter expert in the ERCOT power market, assisting the company with regulatory matters and market compliance requirements. This role involves providing guidance and oversight by researching, developing, and implementing compliance controls to ensure the Company meets all ERCOT regulatory obligations. The analyst will monitor and interpret new and existing ERCOT regulations, orders, rules, and protocols, staying informed of current and evolving requirements. The position also entails coordinating and contributing to regulatory rulemaking proceedings and offering advice and assistance to internal departments. Additionally, the analyst will help develop and deliver employee training on relevant ERCOT regulatory and compliance requirements.
