Position Overview

Under the guidance of the Development Director, the Fund Development Manager plays a crucial role in two primary areas: 1) crafting and managing the organization's grant development and oversight process, and 2) facilitating key planning and execution initiatives. This role requires leveraging extensive knowledge of Bay Area Community Health's programs, project management, and program administration methodologies to spearhead health center grant management activities, ensuring timely and precise development and submission of grant reports while adhering to funder requirements.

Key Responsibilities

Reporting to the Development Director, the Fund Development Manager is responsible for a range of complex, professional, analytical, and confidential development services. Key duties include:

Program Planning, Development, and Execution (35%)

  • Collaborate with the Development Director to pinpoint health center priorities and formulate action plans to assess funding needs, gather relevant data, and assemble project teams.
  • Utilize specialized knowledge to enhance program and service development opportunities through funding.
  • Engage with internal and external stakeholders to design programs and budgets by analyzing data to identify community needs and opportunities for program expansion.
  • Monitor current healthcare trends and relevant statistics essential for planning activities.
  • Assist the Development Director in creating project worksheets for new initiatives and implementation plans for all newly acquired program funding.
  • Conduct systematic check-ins with new program staff to ensure adherence to funder guidelines.

Grant Development and Oversight (65%)

  • Oversee and communicate health center program planning priorities to the Development Grants team.
  • Collaborate with the Development Director to establish, implement, and monitor grant administration policies and procedures.
  • Lead the development and implementation of an electronic grants administration system to ensure timely entry and management of grant awards and reporting.
  • Maintain a comprehensive understanding of all grant and program contracts acquired by Bay Area Community Health.
  • Track key Health Center Program requirements and deadlines, working with senior leadership to develop and monitor action plans related to Notice of Awards.
  • Oversee the negotiation and acceptance process for grants/contracts, ensuring compliance with reporting requirements.
  • Regularly monitor grant contract deliverables, communicating and documenting issues for the Development Director's attention.
  • Review and approve grant proposal packets prior to submission for final review and approval.
  • Prepare monthly status/progress reports for the Executive Management Team as assigned.
  • Collaborate with grant project/program staff to prepare contract budget modifications.
  • Work with financial staff to monitor contract expenditures and propose necessary allocation adjustments.
  • Utilize research tools to identify current and prospective funding opportunities from government, foundations, and corporations, providing recommendations for potential funders.
  • Maintain a comprehensive inventory of renewable and new funding opportunities aligned with the Planning and Development/Grants strategy.
  • Supervise and train Planning volunteers and interns.

Additional Responsibilities:

  • Participate in relevant meetings and workshops.
  • Assist the Development Department with fundraising activities as needed.
  • Supervise Grant writers and interns.
  • Work flexible hours as necessary.
  • Perform other duties as assigned by the Development Director.

Qualifications:

Required Education and Experience

  • Bachelor's degree or equivalent professional experience.
  • 4+ years of direct experience in grant development, planning, and managing grant-funded programs within a non-profit setting.
  • Proficient in grant writing, including federal and county grants.
  • Experience in budget development, management, and reporting.
  • High proficiency in MS Office and exceptional grant writing skills.

Preferred Qualifications:

  • Familiarity with Policy Information Notice 98-23: Health Center Program Expectations.
  • Multi-lingual/multi-cultural skills are a plus.
  • Experience in supervising volunteers or interns.

Work Conditions:

Local travel may be required to visit other sites, and the workload can be demanding, necessitating professionalism and confidentiality.

Physical Demands:

  • Typical office environment involving sitting, walking, and standing; regular bending and stretching; and occasional lifting.
  • Manual dexterity for standard office equipment and computer use.
  • Reading and writing for accuracy in record review.
  • Ability to read, sort, check, count, and verify numerical data.
  • Mathematical aptitude for account balancing and analysis.
