Position Summary

The Software Applications Specialist plays a crucial role in supporting business applications and database systems, ensuring their usability, availability, and security. This position is responsible for delivering technical support, managing projects, and administering systems for municipal software applications. Key responsibilities include reporting, data analysis, client assistance, problem-solving, and related tasks. The Specialist will aid in evaluating business requirements, acquiring, developing, and implementing software solutions to fulfill user needs. Additionally, this role supports the complete lifecycle of commercial off-the-shelf (COTS) systems, including recommendations, implementations, workflows, interfaces, and upgrades.

The Software Applications Specialist will collaborate with Senior Applications Analysts/Programmers and may serve as a backup when necessary. Responsibilities include assisting in the administration of various electronic government systems, primarily within a Windows OS and SQL Server database environment.

Key Responsibilities
  • Provide training, maintenance, and troubleshooting support for assigned municipal software applications and associated database systems, overseeing vendor interactions for problem resolution and feature enhancements.
  • Support municipal software application systems, including client software upgrades, feature access, report creation, vendor guidance, problem tracking, and user support.
  • Assist in the overall operation of the City's data processing functions, serving as backup to other staff as directed by the Enterprise Applications Manager.
Essential Functions
  • Collaborate closely with other IT staff and internal clients using enterprise applications, delivering high-quality consultation, technical support, and troubleshooting with a focus on customer satisfaction.
  • Assume technical support responsibilities for major municipal applications, ensuring high system availability, data integrity, security, and user-friendliness.
  • Assist in creating and maintaining data integration between systems, enhancing functionality through scripting, customization, and coding as necessary.
  • Facilitate user teams and provide instructions to new and existing employees on the features and capabilities of major application systems.
  • Research and stay informed about current application and database technologies to ensure the City's awareness of available technical tools.
  • Analyze client department application needs, perform research, and recommend products or methods to leverage technology for business process improvements.
  • Act as a liaison with vendor support organizations for responsible systems and services.
  • Ensure compliance with City technology standards and policies.
  • Maintain comprehensive documentation of user procedures, problem resolutions, vendor contacts, customizations, and disaster recovery procedures.
  • Develop ad hoc reports to support departmental and organizational needs.
  • Ensure adequate training for responsible department staff to provide coverage in the absence of the incumbent.
  • Participate in special projects or programs as assigned.
  • Provide after-hours technical support as needed to ensure project completion and system functionality.
  • Perform additional duties as assigned.
Knowledge, Skills, and Abilities
  • Strong interpersonal skills for establishing and maintaining effective working relationships with City staff and vendors.
  • Working knowledge of database administration concepts and relational database design methods, particularly with SQL Server on Windows.
  • Familiarity with scripting and coding languages, including HTML, XML, Vbscript, ASP, .NET, and advanced Transact SQL.
  • Experience with reporting tools and their programming syntax, including Crystal Reports and SQL Reporting Services.
  • Proficient in supporting and administering systems.
  • Knowledge of application packages supported by the department, such as Microsoft Office Suite and Adobe products.
  • Basic understanding of networks and operating systems.
  • Ability to manage multiple projects and tasks simultaneously.
  • Excellent planning, organizing, problem-solving, and time-management skills.
Qualifications

Minimum Qualifications
A Bachelor's degree in Computer Science, Business, or a closely related field; at least two years of experience supporting cross-departmental application and associated database systems; experience with networking and PC support is highly desired; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.

Working Conditions
Incumbents are typically required to perform activities requiring repetitive motions and may need to exert up to 50 pounds of force occasionally. The role is generally classified as light work.
