Position Overview:
The City of Chula Vista's Finance Department is seeking a dedicated and skilled Senior Management Analyst (Grants Option) to take on the role of a Grants Administrator within the Finance Team.

This pivotal position in grant oversight entails comprehensive management and administration of grants, encompassing research, analytical assessments, and specialized studies.

As the primary liaison for tasks related to American Rescue Plan Act funds, you will collaborate cross-functionally with departmental representatives across the City.

Key Responsibilities:
In this role, you will engage in highly complex administrative and analytical functions, including but not limited to:

  • Conducting advanced administrative, operational, research, and analytical tasks to support departmental functions;
  • Executing a variety of intricate analyses, studies, and research projects focused on budgetary, financial, and operational matters;
  • Researching, developing, and preparing complex departmental and program budgets;
  • Maintaining and overseeing budgetary controls and implementing necessary adjustments;
  • Preparing detailed reports, financial analyses, and graphical presentations associated with budgetary matters;
  • Monitoring and evaluating departmental revenue and expenditures;
  • Conducting fiscal forecasting aligned with departmental objectives;
  • Providing support in resolving operational and administrative challenges;
  • Identifying issues and conducting research to propose alternative solutions;
  • Coordinating and overseeing special projects within your area of responsibility;
  • Preparing and presenting comprehensive reports to management.

Qualifications:
The ideal candidate will possess a combination of education and experience that equips them with the necessary knowledge and skills. A typical pathway includes three years of progressively responsible professional experience alongside a Bachelor's degree in public administration, business administration, finance, or a related field. A Master's degree is preferred.

Knowledge, Skills, and Abilities:
Successful candidates will demonstrate knowledge of public administration principles, budget preparation, statistical analysis, and grant development practices. The ability to perform complex analytical duties, interpret laws and regulations, and maintain confidentiality is essential.

Physical Demands and Working Conditions:
This position primarily involves indoor work in an office environment, requiring prolonged periods of sitting and occasional movement between offices.
