The Senior Management Analyst represents the advanced journey level within the Management Analyst series, undertaking complex administrative and analytical responsibilities.

The vacancy is situated within the Finance Department, focusing on high-level budgetary and fiscal management across the city.

Ideal Candidate Profile:
The preferred candidate will possess experience in a public sector environment, specifically in fiscal management and analytical functions, including budget development, annual operating budget oversight, capital budget management, and cross-departmental project coordination.

Key Responsibilities:
Responsibilities may encompass, but are not limited to, the following:

  • Conduct advanced administrative, operational, research, and analytical tasks in support of departmental or city-wide initiatives.
  • Execute a variety of intricate analyses, studies, and research projects related to budgetary, financial, and operational activities.
  • Research, develop, and prepare comprehensive program budgets.
  • Maintain and oversee appropriate budgetary controls and implement necessary adjustments.
  • Prepare detailed summaries, reports, financial analyses, and visual presentations associated with budget matters.
  • Monitor and evaluate revenue and expenditures, analyzing the fiscal impact of various activities.
  • Perform both short- and long-term fiscal forecasting aligned with departmental objectives.
  • Act as a liaison to the Finance Department when not directly assigned to it.
  • Review and assess staff work to ensure accuracy in fiscal calculations.
  • Assist in resolving operational and administrative challenges.
  • Identify issues and conduct research to propose alternative solutions.
  • Conduct feasibility studies and cost-benefit analyses.
  • Coordinate, implement, and monitor special projects within the designated area of responsibility.
  • Prepare and present comprehensive reports to management.
  • Provide support to higher-level management staff.
  • Plan, prioritize, assign, supervise, and review the work of clerical and technical staff.
  • Participate in the recruitment and training of assigned personnel.
  • Evaluate operations and recommend improvements to work methods and procedures.
  • Engage in the development of strategic plans and performance measures.
  • Participate in contract negotiations and ensure compliance with contractual obligations.
  • Evaluate operational needs for office space and equipment.
  • Prepare various reports on operations and activities.
  • Research potential grant funding opportunities and assist in grant preparation.
  • Oversee the expenditure of approved grant funds and prepare necessary reports.

Qualifications:
A typical pathway to acquire the necessary knowledge and abilities includes:

  • A minimum of three years of progressively responsible professional experience.
  • Training equivalent to a Bachelor's degree from an accredited institution in public administration, business administration, finance, or a related field.
  • A Master's degree is preferred.

Knowledge, Skills, and Abilities:
Knowledge of:
Principles and practices of public administration, including municipal budget preparation; methods of statistical measurement and fiscal planning; data collection and analysis techniques; relevant federal and state laws; and principles of contract administration.

Ability to:
Perform a comprehensive range of analytical and administrative duties, utilizing independent judgment and initiative; analyze complex reports; interpret laws and regulations; prepare clear and concise reports; and maintain confidentiality.

Physical Demands and Working Conditions:
Work primarily occurs indoors in a standard office environment. Responsibilities may require prolonged periods of sitting, as well as occasional movement between offices and exposure to external environments.
