Position Overview:

The Senior Management Analyst represents the advanced journey level within the Management Analyst series, engaging in sophisticated administrative and analytical functions.

Key Responsibilities:
The current opening is within the Finance Department, focusing on city-wide high-level budget and fiscal management responsibilities. The ideal candidate will possess experience in public sector fiscal management and analysis, including budget formulation, annual operating budget development, capital budget oversight, and cross-departmental project coordination.

Essential Duties:
Responsibilities may encompass, but are not limited to, the following:

  • Conduct advanced administrative, operational, research, and analytical tasks supporting departmental or city-wide initiatives.
  • Execute complex analyses, studies, and research projects concerning budgetary, financial, and operational matters.
  • Research, develop, and prepare intricate program budgets.
  • Maintain and oversee budgetary controls.
  • Implement necessary budgetary adjustments.
  • Draft comprehensive summaries and reports, financial analyses, and visual presentations associated with the budget.
  • Monitor and evaluate revenue and expenditures.
  • Assess the fiscal implications of various activities.
  • Perform short- and long-term fiscal forecasting aligned with departmental objectives.
  • Act as a liaison to the Finance Department when not directly assigned.
  • Review and assess staff work to ensure accuracy in fiscal calculations.
  • Assist in resolving operational and administrative challenges.
  • Identify issues and conduct research to propose alternative solutions.
  • Conduct feasibility studies and cost-benefit analyses.
  • Coordinate, implement, and monitor special projects within assigned responsibilities.
  • Prepare and present detailed reports.
  • Provide assistance to higher-level management.
  • Plan, prioritize, assign, supervise, and review the work of clerical and technical staff.
  • Participate in staff selection and training.
  • Conduct performance evaluations and implement corrective measures as necessary.
  • Evaluate and recommend improvements to operational methods and procedures.
  • Engage in contract negotiation and administration.
  • Monitor compliance with contractual agreements.
  • Assess operational needs for office space and equipment.
  • Collaborate with various departments and external agencies.
  • Prepare various reports on operations and activities.
  • Research and identify potential grant funding opportunities.
  • Oversee the expenditure of approved grant funds and prepare necessary reports.

Qualifications:
A typical pathway to acquire the necessary knowledge and abilities includes:
Three years of progressively responsible professional experience and training equivalent to a Bachelor's degree in public administration, business administration, finance, or a related field. A Master's degree is preferred.

Knowledge, Skills, and Abilities:
Knowledge of:
Principles and practices of public administration, including municipal budget preparation; statistical measurement methods; fiscal planning techniques; data collection and analysis methodologies; relevant federal and state laws; and public sector contract administration principles.

Ability to:
Perform comprehensive analytical and administrative duties with minimal supervision; interpret and evaluate complex reports; develop operational policies; conduct research and analysis; maintain confidentiality; manage competing priorities; and establish cooperative working relationships.

Physical Demands and Working Conditions:
Work primarily occurs indoors in a standard office environment. Some movement between offices may be required, with occasional exposure to external environments during meetings.
