Metro Transit stands as one of the largest transit systems in the nation, employing over 3,000 individuals and offering transportation through a cohesive network of buses, light rail, and commuter trains, along with resources for carpooling, vanpooling, walking, or biking in the Twin Cities.

Your role will significantly impact our organization and the Twin Cities region: You will assess, design, develop, and deliver both in-person and online training for Metro Transit Rail Control Center (RCC) personnel; evaluate the training needs of RCC staff and departments, providing management with actionable recommendations; and oversee the training records for all RCC employees.

Key Responsibilities:
- Design, develop, facilitate, and monitor the new hire training program for all Rail Transit Supervisors and Senior Rail Transit Supervisors.
- Conduct needs-based training assessments for the Rail Control Center and provide prioritized recommendations to the Manager of Rail Training and Development.
- Deliver tailored written and verbal instructions, along with classroom and Rail Control Center training, to Rail Transit Supervisors, Senior Rail Transit Supervisors, and managerial staff, in accordance with agency and departmental policies and procedures.
- Create e-Learning courses using in-house software (Articulate) and video equipment, making training modules accessible on the Learning Management System (LMS) for new hires or annual training.
- Manage document control and revision for all Rail Control Center training materials.
- Maintain records of training programs related to safety and operational procedures; utilize the LMS to track training attendance and personnel records.
- Coordinate external training with corporate and community partners, collaborating with the Manager of Rail Training and Development.
- Develop training reference guides and lessons learned documents, recommending enhancements to the training program to ensure compliance with existing and new operational procedures.
- Participate in departmental and Light Rail meetings to foster positive relationships across all Light Rail departments.

This position involves collaboration with the current Rail Control Center Training Supervisor to ensure the effective delivery of the Rail Control Center training program.

This includes, but is not limited to, achieving full cross-training on the existing training program, all eLearning software, and the Learning Management System.

Additionally, this role will handle special project requests.

The two Rail Control Center Training Supervisors will work together to ensure the efficient completion of all current training program tasks, conduct continuous improvement assessments for future training initiatives, and prevent redundancy of efforts while ensuring project completion.

Minimum Qualifications:
Education/Experience:
Any combination of progressive experience in training and development, instructional design, public administration, or rail operations, including experience in creating presentations, facilitating meetings, and conducting effective analyses to understand project scopes in training and completed education (degree fields in Instructional Design, Adult Education, Education, Public Administration, Management, Training and Development, Communications, Mass Communication, Transportation, or related fields):

- High school diploma/GED with eight (8) years of experience, including one (1) year in leadwork, training instruction, management, or project management in a transit or transportation context.
- Associate degree with six (6) years of experience, including one (1) year in leadwork, training instruction, management, or project management in a transit or transportation context.
- Bachelor's degree or higher with four (4) years of experience, including one (1) year in leadwork, training instruction, management, or project management in a transit or transportation context.

Knowledge, Skills, and Abilities:
- Understanding of adult learning principles and their application in training material creation.
- Familiarity with the ADDIE instructional design model for effective Rail Control Center training development.
- Ability to conduct comprehensive analyses of departmental training needs and enhance current and future training programs.
- Knowledge of project management principles and methodologies.
- Proficient in using MS Outlook for calendar management and project planning.
- Strong time management skills to ensure the completion of multiple projects with minimal supervision.
- Excellent interpersonal, oral, and written communication skills, including the ability to present to various audiences.
- Proficient in creating eLearning modules or a willingness to learn.
- Advanced skills in MS Word and MS PowerPoint for creating training documentation and materials.
- Ability to learn and utilize the Learning Management System (LMS) for tracking training attendance and personnel records.
- Professional demeanor in all interactions.
- Ability to communicate effectively with all staff levels.
- Capacity to gather and document information from Operations and Light Rail staff for ongoing training improvements.

The majority of work is conducted in a standard office environment, with potential travel to other work sites as necessary.
