Metro Transit

How you work will contribute to our organization and the Twin Cities region:
Assesses, designs, develops and delivers in-person, and online, training to Metro Transit Rail Control Center (RCC) employees; analyzes RCC staff and department training needs and provides recommendations to management; and manages training records for all RCC personnel.


What you would do in this job
  • Design, develop, facilitate and track new hire training program for all Rail Transit Supervisors, as well as Senior Rail Transit Supervisors
  • Conducts needs based training assessment for the Rail Control Center and provides prioritized recommendations to the Manager of Rail Training and Development.
  • Provides specific written and verbal instruction, classroom and Rail Control Center training and direction to Rail Transit Supervisors, Senior Rail Transit Supervisors and Managerial staff based on agency and department policies and procedures.
  • Develop e-Learning courses utilizing in house software (Articulate), video equipment, and make training courses available on the Learning Management System (LMS) for new hire or annual training.
  • Oversee document management and revision control for all Rail Control Center training materials.
  • Administer and maintain records of training programs for safety and operational procedures training; use LMS to maintain training records and learning plans.
  • Coordinate external training through corporate and community partners, working with the Manager - Rail Training and Development.
  • Develop training reference guides, lessons learned documents and recommend additions to the training program to ensure existing and new operational procedures are adhered.
  • Facilitate, and attend, departmental and Light Rail meetings to ensure positive working relationships with all departments of Light Rail.
  • This position will be working in partnership with the current Rail Control Center Training Supervisor to share all Rail Control Center training program. This will include, but not limited to, becoming fully cross trained on current training program, all eLearning software, the Learning Management System. This role will also be responsible for special project requests.
  • The two Rail Control Center Training Supervisors will ensure all current training program tasks are done efficiently, as well as conduct continuous improvement assessments for future training projects and prevent duplication of effort, while ensuring project completion.

What education and experience are required for this job (minimum qualifications)

Education/Experience:
Any of the following combinations of progressive experience in training and development, instructional design, public administration, or rail operations, including experience in creating presentations, facilitating meetings and conducting effective analysis to understand scope of projects in training.
and completed education (degree field of study in Instructional Design, Adult Education, Education, Public Administration, Management, Training and Development, Communications, Mass Communication, Transportation or related field or closely related field):

Knowledge, Skills and Abilities:

  • High school diploma/GED with eight (8) years of experience including one (1) year of experience in leadwork, training instruction, management, or project management experience in a transit or transportation field. Completion of Metropolitan Council Leadership Development/Supervisory Training Academy Program counts as one year
  • Associate degree with six (6)years of experience, including one (1) year of experience in leadwork, training instruction, management, or project management experience in a transit or transportation field. Completion of Metropolitan Council Leadership Development/Supervisory Training Academy Program counts as one year
  • Bachelor's degree or higher with four (4) years of experience, including one (1) year of experience in leadwork, training instruction, management, or project management experience in a transit or transportation field. Completion of Metropolitan Council Leadership Development/Supervisory Training Academy Program counts as one year
  • Knowledge of (or willingness to learn) adult learning principles and apply them to creation of training instruction and materials.
  • Knowledge of (or willingness to learn) the ADDIE instructional design method to utilize for the effective creation of Rail Control Center training
  • Ability to conduct in-depth analysis of department training needs and enhance current and future training program
  • Knowledge of project management principles and methods
  • Advanced skills using MS Outlook to manage daily calendar and planning on projects.
  • Skills in time management to ensure simultaneous project completion with minimal supervision
  • Skills in interpersonal, oral and written communication in the form of presentations, professional email usage and communication plans for staff.
  • Skills in creating eLearning modules, or willingness to learn.
  • Advanced skills in using MS Word and MS PowerPoint sufficient to create training documentation, presentations and materials.
  • Ability to create presentations and present in front of large and small audiences, including business stakeholders.
  • Ability to learn new technology in e-Learning and authoring tools, such as Articulate
  • Ability to learn and use the Learning Management System (LMS) to track training attendance and training personnel records
  • Ability to exhibit professionalism in all circumstances.
  • Ability to communicate with all levels of staff in a professional manner.
  • Ability to collect and document information from Operations and Light Rail staff to continuously improve training.
