Project Overview

Through the Private Sector Engagement Modernization Contract (PSEMC), Dexis collaborates with the U.S. Agency for International Development (USAID) to enhance partnerships with the private sector, aiming for improved development outcomes. The mission of the PSE Hub is to establish the institutional framework, operational infrastructure, and capacity required to foster engagement with the private sector in the U.S. and partner nations. The PSE Hub is committed to transforming and modernizing USAID's approach to development by institutionalizing PSE policy and providing support for capacity building across all sectors and countries where USAID operates. PSEMC offers technical assistance and capacity development to USAID Missions, Bureaus, and Independent Offices in relation to PSE.

Role Description

We are seeking a Senior Consultant for Mining Sector Research to create a concise guiding document (2-3 pages) aimed at assisting USAID personnel in their responsible engagement with mining companies. This document will delineate opportunities, risks, and strategies for risk mitigation, enabling USAID Industry Leads to effectively navigate the Agency's approach to partnerships with mining entities. The objective is to ensure that potential private sector collaborations align with USAID's Mission and do not result in adverse impacts.

Ideal candidates will possess strong research capabilities, the ability to synthesize information clearly, and a solid understanding of the mining sector, extractives, or critical minerals essential for green energy.

This consultancy is a short-term remote engagement, lasting approximately 55 days.

Key Responsibilities
  • Conduct a thorough review of existing research and perform additional desk research to guide USAID in responsible mining company engagement.
  • Identify opportunities, risks, best practices, and mitigation strategies for USAID's program development and partnerships with the mining sector.
  • Possibly conduct interviews with key stakeholders within USAID and/or other U.S. Government departments or International Governmental Organizations.
  • Develop a concise, user-friendly document for USAID that addresses potential challenges and barriers while providing clear insights on risks and considerations in partnerships with mining companies.
  • Facilitate a small-group consultation regarding the document in collaboration with USAID colleagues.
  • Perform additional duties as assigned or required.
Qualifications

Required

  • MS/MA (or higher) with 8+ years of relevant experience, or a Bachelor's degree with 10 years of relevant experience.
  • Proficient research skills with the ability to analyze and synthesize information effectively.
  • Strong oral and written communication skills.
  • Capability to translate technical language for diverse audiences.
  • Technical expertise in the mining sector and/or extractives.
  • Familiarity with critical minerals needed for the green energy transition (e.g., cobalt, lithium).
  • Comprehensive understanding of key social, environmental, and health issues related to the mining sector (e.g., community conflicts, water pollution).
  • Prior experience with USAID or U.S. Government operations.

Preferred

  • Active Facilities Access or Secret-level Clearance.
