Position Overview:

We are looking for a seasoned management consultant who can evaluate all facets of client operations and leverage your specialized knowledge to provide a strategic plan for organizational development.

In this role, you will collaborate closely with Department of Defense (DoD) clients to ensure compliance with environmental planning and conservation regulations pertinent to climate resilience and natural resource initiatives.

Your Responsibilities:

  • Conduct comprehensive assessments of clients' current organizational structures, operational practices, and outcomes, identifying strengths and areas for enhancement.
  • Facilitate discussions and workshops with stakeholders and support personnel to uncover insights that may not have been previously considered.
  • Present a detailed improvement plan along with anticipated outcomes to clients, guiding them towards their desired organizational vision.

Qualifications:

  • A minimum of 6 years of experience in providing National Environmental Policy Act (NEPA) compliance and technical support for federal entities.
  • Familiarity with environmental planning protocols and procedures relevant to Military Services or federal agencies.
  • Understanding of executive orders, regulations, and policies governing the NEPA process.
  • Expertise in the Council on Environmental Quality's NEPA implementation procedures, including Phase 2 revisions and Categorical Exclusion components as they relate to climate resilience and natural resource conservation.
  • Knowledge of land use management, endangered species considerations, historic preservation, and climate resilience in the context of military or federal lands.
  • Proficiency in Microsoft Office applications, including Word, Excel, SharePoint, and database management systems.
  • Capability to manage multiple projects concurrently and adapt swiftly to new subject matters.
  • Ability to work autonomously as well as collaboratively within a team environment.
  • Eligibility to obtain a security clearance.
  • A Bachelor's degree is required.

Preferred Qualifications:

  • Experience assisting the DoD with environmental planning mandates, including NEPA, Sikes Act, Endangered Species Act (ESA), Marine Mammal Protection Act (MMPA), National Historic Preservation Act (NHPA), or Clean Water Act (CWA).
  • Familiarity with DoD policies regarding climate change and natural resources, such as Integrated Natural Resources Management Plans (INRMPs) and Military Installation Resilience Plans.
  • Experience in implementing Environmental Justice initiatives at the federal level.
  • Knowledge of environmental planning processes for federal agencies, including the Department of the Interior and Environmental Protection Agency.
  • Understanding of timelines and necessary approvals for U.S. Army Corps of Engineers CWA permits related to nature-based solutions.
  • Awareness of state-specific environmental planning requirements, particularly in Hawai'i.
  • Exceptional written and verbal communication skills, suitable for engaging with senior government officials and technical experts.
  • Possession of a Secret clearance is advantageous.
  • A Bachelor's degree in relevant fields such as Biology, Environmental Science, or Environmental Policy is preferred.
