This role is responsible for the comprehensive planning, oversight, coordination, and management of the County Engineering Department. The focus is on the effective, safe, and efficient construction, maintenance, and engineering of all County Secondary Roads and associated services. The aim is to deliver the highest quality of workmanship and materials at the most reasonable cost, fulfilling the needs of County residents and taxpayers for a reliable network of Secondary Roads. This position operates under the direct authority of the County Board of Supervisors.

KEY RESPONSIBILITIES

Core Duties and Responsibilities:

The following tasks are typical for this position. These are not exhaustive and additional duties may be assigned.

  • Oversees, directs, and coordinates all engineering, maintenance, and construction activities on the County Secondary Roads system, under the administrative guidance of the Board of Supervisors.
  • Collaborates with other public or private entities to optimize County road construction efforts.
  • Conducts thorough and precise field surveys to collect data for planning and executing new projects.
  • Ensures comprehensive inspection of all construction work to confirm adherence to standards and specifications; responsible for final acceptance and report preparation upon project completion.
  • Engages in professional engineering design, testing, and approval processes for all Secondary Roads initiatives.
  • Prepares necessary documentation and specifications for construction bids and Engineering Department equipment requirements, overseeing the procurement of authorized materials and supplies.
  • Facilitates the establishment and vacation of County Secondary Roads.
  • Develops both short-term and long-term plans for construction projects, keeping the Board informed on all relevant matters regarding current, proposed, and necessary work on Secondary Roads or road structures.
  • Generates accurate reports related to budgets, construction initiatives, road and bridge plans, and other required areas.
  • Responsible for the effective supervision, training, motivation, and overall management of a skilled and efficient workforce to fulfill assigned duties.
  • May delegate tasks but retains accountability for work performed in County Engineering domains.
  • Stays updated on developments within the scope of responsibility.
  • Preserves all governmentally established monuments and section corners.
  • Aims to foster and maintain positive public relations within the community, County, and State; serves as a representative of the County Board of Supervisors on relevant matters.
  • Reviews and documents employee performance in alignment with County and departmental objectives.
  • Accountable for understanding and implementing the True Speak process.
  • Performs various other duties related to responsibilities as assigned by the County Engineer.
  • Regular attendance is required.

ESSENTIAL QUALIFICATIONS

Minimum Education and Experience Required:

  • Bachelor of Science Degree in Civil Engineering or a related discipline from an ABET accredited institution.
  • Valid State of Iowa registration as a licensed professional engineer; a land surveyor's license is desirable but not mandatory.
  • Proficient knowledge of engineering principles related to highway design, construction, and maintenance.
  • Five years of progressively responsible experience in highway and bridge design.
  • Familiarity with State Code requirements regarding secondary road and county responsibilities.
  • Understanding of federal, state, and local safety standards and regulations.
  • Knowledge of management and budgeting principles.
  • Familiarity with land surveying relevant to the scope of responsibilities.
  • Possesses good moral character as determined by a thorough background investigation.
  • Ability to perform essential functions of the position as defined in the job qualifications, duties, and responsibilities.
  • Knowledge of all responsibilities and operational procedures.
  • Ability to communicate effectively and tactfully with others.
  • Demonstrates personal maturity and emotional stability in high-pressure situations.
  • Ability to interpret and expedite all directives.
  • Capability to motivate, train, instruct, and supervise personnel.
  • Candidates must successfully pass a background check, physical examination, vision, back screen, and drug screen prior to employment.
