This role is pivotal in overseeing the comprehensive planning, management, coordination, and regulation of the County Engineering Department. The focus is on the effective, safe, and efficient construction, upkeep, and engineering of all County Secondary Roads and associated services. The aim is to ensure the highest quality of workmanship and materials at the most reasonable cost, addressing the needs of County residents and taxpayers for a reliable network of Secondary Roads. This position operates under the direct supervision of the County Board of Supervisors.
KEY RESPONSIBILITIES
Core Duties and Responsibilities:
The following tasks are typical for this position. These are not exhaustive and additional duties may be assigned.
- Oversees, directs, and coordinates all engineering, maintenance, and construction activities related to the County Secondary Roads system, under the administrative guidance of the Board of Supervisors.
- Facilitates collaboration between County road construction initiatives and other public or private entities to maximize efficiency.
- Conducts thorough and precise field surveys to collect data for planning and preparing new projects.
- Ensures comprehensive inspection of all construction activities to guarantee adherence to standards and specifications; responsible for the acceptance and final reporting upon project completion.
- Engages in professional engineering design, testing, and approval processes for all Secondary Roads projects.
- Prepares all necessary documentation and specifications related to construction bids and Engineering Department equipment requirements, and oversees the procurement of authorized equipment, materials, and supplies.
- Coordinates the establishment and closure of County Secondary Roads.
- Develops both short-term and long-term plans for construction projects, under the administrative direction of the Board of Supervisors, while keeping the Board informed on all relevant matters regarding current, proposed, and necessary work on Secondary Roads or road structures.
- Generates accurate and comprehensive reports concerning budgets, construction programs, road and bridge plans, and other required areas.
- Responsible for the effective supervision, training, motivation, development, and overall management of a skilled and efficient workforce to fulfill assigned responsibilities.
- May delegate responsibilities but retains accountability for work performed in County Engineering areas.
- Stays updated on developments within the scope of responsibility.
- Preserves all governmentally established monuments and section corners.
- Aims to create and maintain positive public relations within the community, County, and State; serves as a direct representative of the County Board of Supervisors regarding assigned responsibilities.
- Reviews and documents employee performance in relation to County and department objectives and expectations.
- Accountable for understanding and implementing the True Speak process.
- Performs various other duties related to the scope of responsibilities as assigned by the County Engineer.
- Regular attendance is required.
ESSENTIAL QUALIFICATIONS
Minimum Education and Experience Required:
- Bachelor of Science Degree in Civil Engineering or a related discipline from an ABET accredited institution.
- Valid State of Iowa registration as a licensed professional engineer. A land surveyor's license is desirable but not mandatory.
- Understanding of engineering principles related to highway design, construction, and maintenance.
- Five years of progressively responsible experience in highway and bridge design.
- Familiarity with State Code requirements concerning secondary road and county responsibilities.
- Knowledge of federal, state, and local safety standards and regulations.
- Understanding of management and budgetary principles.
- Knowledge of land surveying relevant to the scope of responsibility.
- Possesses good moral character as determined by a thorough background investigation.
- Ability to perform the essential functions of the position as defined in the job qualifications, duties, and responsibilities.
- Knowledge of all responsibilities and operational procedures.
- Ability to communicate effectively and tactfully with others.
- Possesses the maturity and interpersonal skills to maintain emotional stability in stressful situations.
- Ability to interpret and expedite all directives.
- Ability to motivate, train, instruct, and supervise personnel.
- Candidates must successfully pass a background check, physical examination by County-designated physicians, vision, back screen, and drug screening prior to employment.
