The Budget and Operations Analyst for the Ethics Commission is a full-time role focused on enhancing organizational effectiveness and operational efficiency. This position is vital for the strategic management of departmental resources and processes.

Role Summary:
Reporting directly to the Deputy Director, the incumbent will spearhead significant projects that facilitate organizational planning and operational management. This role encompasses the planning and execution of intricate, sensitive, and detailed initiatives related to budgeting, financial oversight, performance analysis, procurement, contracting, human resources, and recruitment among other departmental functions.
Key Responsibilities:
1. Develop and implement standardized workflows, procedures, and documentation for the budget development and approval process.
2. Collaborate with Commission staff and stakeholders to support the annual budget development process.
3. Oversee the department's contracting requirements and establish internal protocols for related business processes.
4. Manage procurement, budget tracking, financial approvals, and accounting activities.
5. Monitor ongoing expenditures using the financial systems and generate reports to reflect the department's budget status.
6. Prepare documentation to assist with accounting audits conducted by oversight bodies.
7. Support the leadership team in executing the department's hiring strategy.
8. Maintain and revise departmental policies and strategic plans.
9. Provide administrative support in payroll, HR, and office management as needed.
10. Track and publicly report on departmental performance metrics.
11. Act as a liaison to other departments to address various inquiries.
12. Assist in enhancing and updating content on the Commission's website.
13. Prepare management reports, annual summaries, and financial statements.
14. Facilitate the Commission's public meetings.
15. Provide training to staff regarding departmental processes.
16. Uphold confidentiality of sensitive information.
17. Establish and nurture effective professional relationships.
18. Perform additional related duties as assigned.
Qualifications:
Possession of a bachelor's degree from an accredited institution and five years of full-time equivalent experience in professional analytical roles. A graduate degree may substitute for one year of required experience.
Preferred Qualifications:
- A Master's degree in public administration or a related field.
- Two years of experience in public sector budgeting.
- Proficiency in Microsoft Excel.
- Ability to work efficiently under tight deadlines.
