POSITION OVERVIEW: The Program Manager for Clinical Services, in partnership with the Director of Supportive Housing, is responsible for providing extensive leadership and management of the Young Adult Families Scatter-site Housing Program. As the primary leader of a comprehensive supportive housing initiative that includes child development, educational support, and mental health services, the Program Manager will oversee case managers and other program personnel, manage daily operations, and ensure that all clients engaged with the YAF program receive the necessary care and services.

KEY RESPONSIBILITIES:

Leadership and Supervision

  • Oversee Case Managers and Specialists across the full spectrum of services.
  • Conduct weekly individual supervision sessions and biweekly group supervision for staff and assigned interns.
  • Collaborate with the Director to provide clinical supervision to all housing staff, both individually and in group settings.
  • Deliver direct services to clients when staff are unavailable due to vacancies, leave, or other absences.

Staff Training and Development

  • Onboard new staff by educating them on program requirements, City and State regulations, documentation, and reporting duties.

Client and Case Management

  • Ensure that all client evaluations and service plans are comprehensive, centered on the client, and completed punctually.
  • Review weekly client interactions and conduct monthly thorough chart reviews with each case manager.
  • Organize and facilitate all Family Team Conferences.
  • Advocate for client families with relevant agencies and courts as necessary.
  • Support stabilization, respite, and crisis management, providing on-call services during evenings and weekends when required.

Program Coordination and Engagement

  • Engage in departmental and program meetings, including Weekly Team Meetings and Monthly Tenant Meetings.
  • Utilize tools such as safety plans, community meetings, psycho-education groups, team meetings, red flag reviews, treatment planning conferences, and self-care strategies to foster a nonviolent and trauma-informed environment.

Mental Health Services Oversight

  • Conduct annual and ongoing mental health assessments for YAF tenants.
  • Assist all housing programs with mental health evaluations necessary for various assessments.

Additional Responsibilities

  • Perform other duties as assigned based on program needs.
  • Be prepared to work outside of regular hours, including evenings and weekends when necessary.

QUALIFICATIONS:

  • Strong knowledge of casework practices with excellent verbal and written communication skills.
  • Ability to work flexible hours, including evenings, and provide emergency coverage as needed.
  • Commitment to a strength-based, youth development, and trauma-informed approach.

EDUCATIONAL REQUIREMENTS:

  • MINIMUM: Master’s degree in Social Work, Mental Health Counseling, or a related field.
  • Current NYS LMSW/LCSW/LMHC/LCAT required.

ESSENTIAL SKILLS:

  • At least 2 years of supervisory experience.
  • Expertise in working with individuals experiencing psychiatric disorders, substance use issues, and histories of homelessness.
  • Experience in community-based settings and a solid understanding of community resources.
  • Exceptional written and verbal communication abilities.
  • Familiarity with Evidence-Based Practices such as Motivational Interviewing, Supported Employment, and Trauma-Informed Care.

PREFERRED SKILLS:

  • Proficiency in Microsoft Office Suite, including Outlook, Word, Excel, and PowerPoint.
  • Bilingual candidates are encouraged to apply, with a preference for Spanish and Haitian-Creole speakers.

LICENSURE: NYS LMSW/LCSW/LMHC/LCAT required.

CERTIFICATION: SIFI Certification preferred.
