Job Overview

POSITION SUMMARY: The role involves assisting the Divisional Director in the effective and efficient management of the program, ensuring adherence to the policies and procedures established by LESC, OASAS, CARF, and other regulatory bodies. This position includes providing clinical oversight to both clinical and administrative support personnel and is responsible for delivering comprehensive clinical treatment services within a program transitioning to OASAS 820 certified residential services.

KEY RESPONSIBILITIES:

  • Conduct interviews for potential clinical hires.
  • Facilitate bi-weekly group sessions for clients in the Live-out phase, supporting their transition post-residential treatment.
  • Document and implement clinical supervision and lead weekly interdisciplinary staff meetings.
  • Oversee the administrative supervision of clinical discharges.
  • Review and approve all treatment plans, treatment plan evaluations, and discharge planning documentation.
  • Ensure compliance with all clinical policies, procedures, and protocols.
  • Manage compliance with all relevant communication and verification processes.
  • Lead the 820 utilization review process in collaboration with UR Specialists.
  • Address client concerns, including managing grievances and appeals related to administrative discharges.
  • Ensure that staff maintain accurate and confidential clinical records in accordance with external monitoring agency standards and internal policies.
  • Prepare necessary proposals and reports.
  • Assume responsibility for program operations in the absence of the Divisional Director.
  • Develop and implement formal orientation plans for newly hired direct reports.
  • Conduct regular clinical and administrative meetings with staff.
  • Prepare written annual performance evaluations for supervised staff and review evaluations for all clinical personnel.
  • Represent LESC during audits conducted by OASAS, CARF, and other internal assessments.
  • Manage the weekly petty cash budget and oversee the distribution of Metrocards.
  • Guide clinical staff in the preparation of group notes, treatment plans, summaries, and reviews.
  • Select and develop curriculum for substance use counseling.
  • Audit clinical records for compliance with regulatory standards.
  • Develop and supervise a tracking system to monitor in-house counselor tasks aimed at quality improvement.
  • Supervise fieldwork for undergraduate and graduate students.
  • Oversee client systems, including orientation and structure.
  • Provide ongoing training for clinical staff and participate in agency training initiatives.
  • Lead clinical quality improvement efforts in partnership with the Divisional Director.
  • Collaborate with NIDA Clinical Trials Network as applicable.
  • Assign client cases to staff members.
  • Facilitate weekly staff meetings.
  • Provide coverage for staff on leave.
  • Perform additional duties as assigned or requested.
  • This position requires availability as needed, including on-call responsibilities.

WORK SCHEDULE: Full Time

COMPENSATION: $65,000-$69,000 annually, based on experience.

QUALIFICATIONS:

  • Master's or bachelor's degree; CASAC Level 2 or Advanced-level CASAC required (credentialed to provide clinical supervision under OASAS guidelines). Prior supervisory experience is essential, or
  • Master's Degree with a NY State License in Social Work (LMSW/LCSW) or Mental Health Counseling (LMHC).
  • A minimum of five (5) years of full-time experience in the substance use field, including direct service; knowledge and experience working with populations with co-occurring disorders; at least two (2) years of experience supervising clinical staff; proficiency in computer skills.
