Job Summary:

VISTA Technology Services, Inc. (VISTA) is seeking a highly skilled Strategic Program Manager to support a NAVSEA Program Office. This is a hybrid position reporting onsite in Washington, D.C. up to 3 days/week.

Key Responsibilities:

  • Deliver program management, acquisition, financial analysis, and logistics support to a NAVSEA Program Office.
  • Work in a team environment to meet client challenges, provide critical thinking and analysis.
  • Build and maintain essential relationships with direct clients and supporting commands.

Requirements:

  • Bachelor's Degree AND 5 years of program, acquisition, financial analysis, budget and/or logistics experience in support of DoD programs/projects OR 8 years of comparable experience will be considered in lieu of a degree.
  • Experience with program and financial management of federal government and DoD programs.
  • Experience with DoD Planning, Programming, Budgeting & Execution Process (PPBE) process.
  • Experience with consulting and technical advisement.
  • Ability to identify, conduct in-depth research, communicate, and propose resolutions to issues.
  • Proficient with Microsoft Suite (Word, Excel, PowerPoint, SharePoint & Outlook).

Preferred Qualifications:

  • Experience with DoD Acquisition or Navy Program Management Offices.
  • Knowledge of DoD Instruction 5000 series, Adaptive Acquisition Framework, DoD Financial Management Regulation.
  • Experience with Microsoft Project.
