About the Role:
The Department of Social and Health Services, Facilities, Finance, and Analytics Administration (FFA), Research and Data Analysis Division is seeking to fill the position of Management Analyst 4.

Your primary responsibilities will include conducting sophisticated business analysis, data interpretation, and project oversight to support both division personnel and leadership.

Key Responsibilities:
- Deliver comprehensive business and project management services, including research and solution analysis, manual creation, and meeting organization.
- Collaborate with directors to identify operational challenges; investigate, research, and propose long-term solutions while developing policies and procedures to address any issues.
- Research and provide insights on safety and space management matters.
- Coordinate space planning and equipment management.
- Oversee bill analyses and prepare for legislative testimonies, which involve database tracking, report drafting, and bill summarization.
- Manage purchasing contracts, including authorization, procurement, monitoring, and resolution of contract-related issues regarding software and hardware acquisitions.
- Plan and develop databases using Access and Excel; ensure the accuracy of calculations and data transformations.
- Supervise the completion of annual training, certifications, licenses, service agreements, and background checks for staff.
- Facilitate communication regarding data sharing agreements and classified agreements across various state agencies.
- Act as a liaison between the division and the agency's business units.
- Handle attendance and payroll processing in collaboration with the payroll office and Human Resources.

Qualifications:
Applicants should possess a bachelor's degree in business administration, public administration, law, public health, health administration, or a related discipline, along with four years of experience in research and policy analysis (or a comparable combination of graduate education and experience).

Additional work experience should include:
- Five years of proficiency with the latest versions of Microsoft Word, Excel, Access, PowerPoint, Adobe Professional, and SharePoint.
- Five years of experience in handling and safeguarding human subjects' data.

Preferred Skills:
Experience in intricate business processes related to research, project management, funds management, purchasing, contract administration, business analysis, property management, or program and budget planning is desirable.
