Fiscal Operations Analyst 4
The Department of Social and Health Services, Facilities, is seeking a skilled Fiscal Operations Analyst 4 to enhance their dynamic payroll leadership team.

This position is more than just a role; it offers an opportunity to lead in financial management, ensuring that payroll operations function seamlessly.

The successful candidate will play a pivotal role in the payroll unit, influencing critical decisions and optimizing processes to achieve maximum efficiency and accuracy in payroll execution.

Key Responsibilities:

As the primary support to the Payroll Manager, you will engage in professional-level accounting, financial assessment, and analysis of payroll and fiscal data.

  • Oversee the work of other fiscal personnel.
  • Contribute as a member of the payroll leadership team.
  • Design, enhance, and execute payroll procedures.
  • Provide essential coordination and oversight in processing employee compensation, shared leave, retirement contributions, health insurance payments, and other payroll-related matters.
  • Ensure adherence to federal and state regulations, policies, and procedures.
  • Act as a liaison for the department with staff, other departments, and external organizations.
  • Engage in the development and refinement of payroll and attendance processes.
  • Deliver comprehensive training to both new and existing payroll team members.
  • Offer expert technical and professional accounting support to the Payroll Manager as required.
  • Represent management and serve as the main contact for Paid Family Medical Leave (PFML).

Desired Skills, Knowledge, and Abilities:
  • Minimum of two years of experience with a Human Resources Management System (preferably within the State of Washington).
  • Proficient in MS Office Suite, including Access.
  • At least one year of experience with automated accounting systems and understanding of relevant procedures.
  • Experience in reconciling general ledgers.
  • Knowledge of payroll tax regulations.
  • Ability to identify and resolve complex accounting issues, providing sound recommendations to leadership regarding financial matters.
  • Strong analytical skills to interpret and communicate intricate fiscal information clearly.

Who Should Consider This Role?
Individuals with a Bachelor's degree*, which includes 12 semesters or 18 quarter hours in accounting, auditing, or budgeting, along with three to four years of relevant professional experience**.

Professional experience must encompass at least two of the following:

  • Experience within the Washington State Payroll System.
  • Ability to interpret and apply state and federal laws, WAC regulations, policies, and Collective Bargaining Agreement (CBA) guidelines.

Note: Professional experience may substitute for educational qualifications, but not for the required credit hours.

Additional Information:
A master's degree in a finance-related field, certification as a Public Accountant, Internal Auditor, Certified Government Financial Manager, or Management Accountant may substitute for professional experience.
