Position Summary

The Senior Management Analyst will report directly to the Chief Information Officer (CIO) and will serve as a key resource on intricate IT matters. This role will lead departmental initiatives and executive-level reporting, providing expert consultation to IT management and staff on issues that impact the organization as a whole.

This position is essential for fostering IT excellence, overseeing process enhancement initiatives, and employing Agile and Lean methodologies to optimize operations. Responsibilities include the development of IT policies, performance metrics, and communication strategies, as well as coordinating strategic planning and conducting organizational reviews to ensure alignment with departmental objectives.

The analytical capabilities of the Senior Management Analyst are vital for generating detailed management reports that evaluate IT resources and their influence on project timelines. These reports, along with the Analyst's insights, play a crucial role in guiding budgetary and expenditure decisions across the organization.

Key Responsibilities

  • Collaborate with the CIO and IT leadership to engage in long-term planning, strategy development, and the establishment of departmental priorities and objectives.
  • Lead the continuous improvement program within the department, facilitating process enhancement events and managing the execution of improvement initiatives that have a broad organizational impact.
  • Oversee the development and reporting of departmental performance measures, conducting complex analyses and recommending new metrics that accurately reflect strategic initiatives.
  • Engage in research and analysis of legislative proposals affecting the IT department, providing recommendations and status updates to executive staff.
  • Promote effective change management practices within the organization.
  • Conduct independent data research and analysis to ensure compliance with IT reporting requirements, coordinating with state vendors and OCIO staff as necessary.
  • Work with finance and IT leadership to monitor the department's budget, developing strategies for resource allocation to meet operational goals.
  • Ensure accurate coding of all expenditures related to IT to reflect true costs.
  • Utilize financial data to create impactful presentations and reports for leadership.

Qualifications

Required:

  • A minimum of four years of experience in research, policy analysis, project management, or a related field, along with an Associate's degree in business administration, public administration, or a similar discipline.

Note: Relevant experience may substitute for educational requirements on a year-for-year basis.

  • Experience with IT methodologies such as Agile, Lean, DevOps, and ITIL.
  • Proficiency in managing complex IT environments and budgets.
  • Demonstrated success in leading process improvement initiatives.
  • Strong skills in using M365 tools and data analysis software for reporting.
  • In-depth understanding of IT Business Management frameworks.

Desired:

  • A Bachelor's degree in business administration, public administration, or a related field.

Salary Information

The full salary range for this position is $95,963 to $143,944 annually, with a midpoint of $119,954. The hiring range is between $110,357 and $119,954 annually, depending on the candidate's experience and qualifications.

Core business hours are Monday through Friday, 8:00 a.m. to 5:00 p.m. Flexibility for remote and in-person collaboration is required, with occasional travel for meetings or training.
