About the Position

This is a permanent full-time Fiscal Analyst 4 position in the Financial Services Division of the Attorney General's Office. The position is located in Tumwater, Washington, and is not union-represented.

Job Summary

The Fiscal Analyst 4 will provide support and accountability for agency financial and budgetary decisions and practices. The primary goal is to protect and enhance the financial health and resources of the Office of the Attorney General.

Key Responsibilities
  • Assigns duties, distributes and coordinates workloads and assignments for 3 professional level staff in the Accounts Payable unit.
  • Reviews and approval authority for payments for all programs, OFM records, the payment and reconciliation of statewide vendors, accounts payable records and electronic funds systems, purchasing cards, contract payments and all reimbursements.
  • Reviews and analyzes AFRS reports to respond to inquiries from vendors and general ledger reports for agency personnel concerning expenditures.
  • Ensures that pay documents are coded appropriately, consistently, accurately and on a timely basis.
  • Reviews and approves contract payments ensuring compliance with specific AGO contracts, DES contract and procurement rules and regulations and OFM rules and regulations.
  • Reviews and approves travel reimbursement requests. Ensures compliance with state and federal travel rules and regulations.
Requirements

Positions typically require a Bachelor's degree, which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting and three to four years of relevant professional experience. Additional professional experience may substitute year-for-year for education, but not for the credit hours. A Master's degree in a financial-related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or management Accountant can be substituted for the professional experience.

  • Knowledge of DES purchasing rules, regulations and databases.
  • Knowledge of the IT purchasing contracts.
  • Knowledge of the AFRS and ECMS systems.
  • Understanding of agency mission.
  • Ability to deal effectively with difficult people and stressful situations.
  • Knowledge of product market.
  • Knowledge of various office equipment.
