Position Overview:
This opportunity is exclusively available to current employees of the Washington State Department of Revenue.

The Business and Financial Services (B&FS) Division is seeking to fill a Senior Fiscal Analyst role within our payroll unit. This position is essential in managing all payroll-related functions, including leave, work schedules, timesheets, retirement plans, employee medical benefits, VEBA, and sick leave buyout for approximately 1,400 employees located statewide and beyond.

Key Responsibilities:
- Independently prepares and oversees the department's payroll for all personnel, ensuring accurate and timely compensation to facilitate efficient revenue collection.
- Interprets federal and state regulations and laws pertinent to payroll operations.
- Generates payroll reports and information as required for management review.
- Initiates enhancements to the leave system, collaborates with Information Services for implementation, and communicates updates to management and staff across the agency.
- Provides estimates for salary, employee benefits, and FTE data to the budget office for forecasting, budget formulation, and allotment preparation.
- Acts as a backup for the Payroll Supervisor in their absence, necessitating comprehensive knowledge of applicable rules, laws, policies, and procedures related to compensation, leave, and employee benefits.

Training and Work Schedule:
During the initial six months, the selected candidate will be required to report to the office for training, potentially up to five days per week. Following the completion of training, a Flexible/Hybrid work schedule will be offered, which may include in-office work one or more days per week, subject to supervisor approval.

Minimum Qualifications:
- A Bachelor's degree in accounting or a related field, or four (4) years of professional experience in accounting, budgeting, or auditing.

Preferred Qualifications:
- Two (2) years of professional experience in accounting, budgeting, or auditing.

Knowledge Requirements:
- Familiarity with the rules, policies, and procedures of the Department of Revenue.
- Understanding of theoretical principles and practices of accounting (GAAP).
- Knowledge of regulations from the Internal Revenue Service.
- Proficiency in State Payroll Systems.
