OVERVIEW
This role involves performing various entry-level technical responsibilities, including the evaluation of civil engineering plans for residential, commercial, and industrial projects. The examiner will conduct thorough assessments and scrutinize plans, specifications, and related documents to ensure adherence to relevant regulations. Additional responsibilities may encompass various administrative, legal, and technical tasks.

SUPERVISION
Operates under the general oversight of the New Development Manager.

ESSENTIAL DUTIES

Conducts plan evaluations by analyzing civil construction documents for compliance with applicable municipal, state, and federal codes. Provides guidance to applicants regarding necessary modifications.

Facilitates the correction of identified deficiencies and assists stakeholders in understanding the required adjustments to meet regulatory standards.

Responds to technical inquiries and provides information to the public, including citizens, developers, architects, and engineers, regarding ordinance requirements and code standards.

Coordinates with various city departments and external utility providers.

Maintains organized records and documentation related to plan evaluations and other project-related materials.

Interprets a variety of documents presented in written, oral, diagrammatic, or schedule formats.

Addresses practical problems and navigates unique situations where standard requirements may not apply.

Performs advanced mathematical calculations pertinent to engineering and design challenges.

Leads pre-construction meetings with engineers, developers, contractors, and utility representatives concerning civil construction plans and standards.

Reviews and approves variance requests and encroachment permits, ensuring compliance with relevant city ordinances and codes. Conducts inspections of permitted encroachments to verify adherence to approved plans.

Documents inspections and other activities to ensure proper closure of permits.

Performs additional related duties as necessary.


QUALIFICATIONS
  • Education and Experience: High school diploma or equivalent required. Preferred completion of a two-year college program or equivalent experience in civil construction. A minimum of two years of relevant experience in civil construction or related fields is preferred.
  • Two years of responsible experience in related duties.
  • OR
  • An equivalent combination of education and experience.
  • Knowledge, Skills, and Abilities: Familiarity with local, state, and federal regulations; civil engineering principles related to various plan review disciplines; modern construction methods and materials; and fundamental scientific concepts. Strong skills in communication, problem-solving, and documentation.

Special Requirements:
Must possess a valid driver's license. Must obtain Registered Stormwater Inspector certification within six months of employment.

WORK ENVIRONMENT

This position requires frequent use of hands for handling and manipulation, as well as the ability to sit, stand, and walk regularly. Occasional lifting of up to 25 pounds is necessary. Vision requirements include close, distance, color, and peripheral vision, along with depth perception and focus adjustment.

Effective verbal communication is essential for exchanging ideas, and the ability to hear normal spoken communication is required.

As per city policy, a background check and drug screening will be conducted for potential candidates prior to employment.
