OVERVIEW
This role involves performing various entry-level technical responsibilities, including the evaluation of civil engineering plans for residential, commercial, and industrial projects. The position requires a thorough analysis of plans, documents, specifications, and details to ensure compliance with applicable regulations. Additional responsibilities may encompass related administrative, legal, and technical tasks.
SUPERVISION
Operates under the general oversight of the New Development Manager.
ESSENTIAL DUTIES
Conducts comprehensive plan reviews for civil construction projects, ensuring adherence to relevant City, State, and Federal regulations. Advises applicants on necessary modifications to achieve compliance.
Facilitates corrections when deficiencies are identified and assists stakeholders, including owners, design professionals, and contractors, in understanding how to implement required changes.
Responds to technical inquiries and provides information to the public, including citizens, developers, architects, and engineers, regarding ordinance, standards, and code requirements.
Coordinates with various City departments and external utility providers.
Maintains accurate records and documentation related to plan reviews and other project-related activities.
Interprets a variety of documents presented in different formats, including written, oral, diagrammatic, or schedule forms.
Addresses practical problems and navigates diverse situations where standardized requirements may not apply.
Performs advanced mathematical calculations pertinent to engineering and design challenges.
Organizes and leads pre-construction meetings with engineers, developers, contractors, and utility representatives concerning civil construction plans and standards.
Reviews and approves variance requests for compliance with City ordinances, plans, and codes related to public works.
Evaluates and approves encroachment permits for public and private projects, ensuring compliance with approved plans through inspections and necessary documentation.
Performs additional related duties as required.
QUALIFICATIONS
- Education and Experience: High school diploma or General Equivalency Diploma required. Preferred candidates will have completed a two-year college program or possess equivalent knowledge or skills. A minimum of two years of civil construction experience or a related field is preferred.
- Two years of relevant experience in similar duties.
- OR
- An equivalent combination of education and experience.
- Knowledge, Skills, and Abilities: Familiarity with local, state, and federal regulations; civil engineering principles related to various plan review disciplines; modern construction methods and materials; and fundamental scientific concepts. Strong skills in a fast-paced environment, effective communication, and problem-solving abilities are essential.
Special Requirements:
Must possess a valid Utah Driver's license. Certification as a Registered Stormwater Inspector must be obtained within six months of employment.
WORK ENVIRONMENT
This position requires frequent use of hands for various tasks, including handling and reaching. The employee must be able to sit, stand, walk, and occasionally lift or move up to 25 pounds. Vision requirements include close, distance, color, peripheral vision, depth perception, and the ability to adjust focus. Effective verbal communication is necessary for expressing ideas and exchanging information.
A background check and drug screening will be conducted as part of the hiring process.
