ABOUT THE ROLE:

The Worcester Housing Authority (WHA) is looking for a Community Housing Advocate (CHA). The CHA will play a crucial role in educating property owners about the Housing Choice Voucher Program and encouraging their participation. This position involves assisting families in finding affordable housing options promptly, collaborating with local officials and developers to advocate for increased affordable housing units, and conducting rental market analyses as necessary. The ideal candidate will be enthusiastic, sociable, and knowledgeable about the Worcester community. Strong networking, sales, and negotiation skills are essential, along with the ability to engage respectfully with a diverse population (bilingual candidates, especially those fluent in Spanish and English, are highly preferred). This position requires onsite work during standard business hours, with occasional evening or weekend commitments for events or meetings.

KEY RESPONSIBILITIES:

  1. Assist families in locating affordable housing within the designated voucher search timeframe, including identifying available units, negotiating lease agreements, and providing resources to facilitate successful searches.
  2. Organize and conduct educational events for landlords, fostering relationships and discussing the benefits of the program.
  3. Create and distribute informational materials for landlords and participants, collaborating with the WHA Technology Services and marketing team to share information online and through social media.
  4. Serve as the primary contact for the WHA regarding the availability of affordable rental units in the private market, gathering data and creating resources for participants seeking affordable housing.
  5. Represent the WHA at local networking events, including property owner association meetings and landlord symposiums.
  6. Conduct rent reasonableness assessments using appropriate software.
  7. Monitor and report on landlord recruitment efforts and participant success rates, analyzing data to provide insights and recommendations for improvement.
  8. Support the Vice President and Assistant Vice President of Leased Housing with additional projects and tasks that align with the department's and agency's mission.

ADDITIONAL RESPONSIBILITIES:

EDUCATION, EXPERIENCE, AND SKILLS REQUIRED:

  1. Bachelor's Degree preferred; equivalent experience in related fields will be considered.
  2. Knowledge of the Worcester County rental market.
  3. Experience in sales or real estate within Worcester County, Massachusetts.
  4. Outgoing personality with the ability to engage with individuals from diverse social, economic, and ethnic backgrounds.
  5. Exceptional networking abilities, fostering positive relationships within the community and internally at the WHA.
  6. Capability to collect, analyze, and interpret data, staying informed about local trends and proposing effective solutions.
  7. Strong verbal, written, and public speaking communication skills.
  8. Persuasiveness; experience in marketing, sales, and negotiations is advantageous.
  9. Proficient in computer applications, particularly Microsoft Office (Word, Excel, PowerPoint, and Outlook), internet navigation, Zoom, and social media.
  10. Dependability and availability for work commitments.

PHYSICAL REQUIREMENTS:

  1. Ability to spend extended periods seated at a desk and working on a computer.
  2. Occasional standing and walking, including climbing stairs, as well as balancing, stooping, kneeling, crouching, and/or crawling.
  3. Occasional lifting, pushing, or pulling up to 20 pounds.
  4. Ability to bend, handle materials, tools, or equipment, and reach with hands and/or arms.
