Northrop Grumman Mission Systems Sector is seeking a Manager of Operations Program Engineering 2 to oversee Operations in support of our initiatives.

This managerial role entails leading the Project Management and Material Requirements Planning teams, ensuring that personnel are equipped to effectively manage their assigned production programs while adhering to cost, schedule, and quality benchmarks.

This manager is responsible for driving outcomes and operational efficiency across all dimensions of Safety, Quality, Delivery, Cost, and Morale (SQDCM). As a functional leader, this position guarantees that organizational objectives are set and achieved.

Key Responsibilities:

Essential Functions:
Oversee and manage the operational elements of ongoing projects.

Review project statuses and budgets with the Program Execution and Management team.

Act as Functional Manager, directing the efforts of the Operations Project Managers.


The ideal candidate will have a proven track record of collaborating with cross-functional teams and clients; the ability to establish and clearly communicate goals and priorities to key personnel; strong leadership capabilities; and a history of cultivating high-performance teams, with a focus on employee development, engagement, inclusion, and retention.

Ensure timely project delivery within budget and to the specified quality standards. This includes comprehensive project planning and oversight, managing project scope and change control, and escalating issues as necessary.

Plan and execute according to organizational financial budgets.

Maintain an effective and engaged workforce, including employee training, mentoring, and performance evaluations.

Collaborate with other operational leaders to support SQDCM, Digital Transformation, KPIs, Best Practices, and continuous improvement initiatives.


To excel in this role, the manager must exhibit an engaging leadership style, possess excellent teamwork and collaboration skills, and demonstrate outstanding written and verbal communication abilities.

The manager must provide leadership aligned with the strategic vision of Operations and the supported business areas, demonstrate proficiency in working with cross-functional teams and clients, articulate goals and priorities clearly, and possess a history of building high-performance teams, emphasizing employee development, engagement, inclusion, and retention.


Basic Qualifications:
Bachelor's degree in a STEM field, Business, or a related discipline with 9+ years of relevant experience; additional 4+ years of related experience may substitute for a bachelor's degree.

3+ years of management or team leadership experience.

U.S. citizenship with the ability to obtain and maintain a Department of Defense (DoD) Secret security clearance.


Familiarity with Earned Value Management System (EVMS) and Control Account Management (CAM) techniques, encompassing program cost and schedule management.

Strong communication skills, both verbal and written, along with interpersonal skills and effective problem-solving and conflict resolution capabilities.

Experience with basis of estimates, proposal generation, and EAC development.

Demonstrated ability to identify problems and devise solutions.

Proficiency in Risk & Opportunity and issue management.

Proficiency with MS Office applications including Excel, Word, Project, and PowerPoint.

Preferred Qualifications:
Bachelor's Degree in Mechanical Engineering, Systems Engineering, Manufacturing Engineering, Business Management, Business Administration, Communications, or a related field.


Demonstrated experience as an Operations Project Manager, Project Manager, or Engineering Program Manager leading a team in military-grade product manufacturing or repair.


Demonstrated expertise in the following systems and concepts:
Earned Value Management, MRP, and IMS Scheduling

Continuous Improvement and Lean Manufacturing

PMP Certification

U.S. citizenship with an active Department of Defense (DoD) Secret security clearance

Salary Range:
$108,400 - $162,600


The above salary range serves as a general guideline; however, Northrop Grumman considers various factors when determining base salary offers, including the scope and responsibilities of the position and the candidate's experience, education, skills, and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions and allow employees to share in company results. Employees in Vice President or Director roles may qualify for Long Term Incentives.
