Job Summary

This is a challenging opportunity to join the Department of Health and Human Services as a Supervisory Human Resources Specialist. As a key member of our team, you will be responsible for providing expert advisory, consultative, and technical services to our managers on a broad range of HR subjects.

Key Responsibilities
  • Develop and implement new or revised policy and procedure documents to include standard operating procedures related to federal human resources.
  • Serve as an authoritative expert on personnel laws, regulations requiring analysis, and evaluation of facts to recommend approaches to address emergent issues.
  • Develop and/or improve major human resources program areas due to changes in requirements or special need.
  • Lead or supervise at least three (3) of the following human resources functions: staffing and recruitment, classification, pipeline programs, program analysis, oversight and accountability.
Requirements
  • Must pass pre-employment examination.
  • Selectee may be subject to a probationary/trial period.
  • ESEP appointees typically serve a two-year trial period.
  • U.S. Citizenship is required.
  • Selective Service Registration is required for males born after 12/31/1959.
  • A one-year supervisory/managerial probationary period may be required upon selection/placement.
  • Successfully pass the E-Verify employment verification check.
Qualifications
  • To qualify for this position, your resume must state sufficient experience and/or education to perform the duties of the specific position for which you are applying.
  • Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social).
  • You will receive credit for all qualifying experience, including volunteer and part-time experience.
