ROLE SUMMARY

Under the guidance of the designated supervisor, engage in professional financial, accounting, statistical, and record-keeping activities; assist in strategizing, organizing, and overseeing the creation of financial statements, documents, analyses, and reports; establish and maintain accounting records, reports, and systems or computerized accounting frameworks; coordinate, manage, and supervise management information systems operations; assist with payroll processes as required; coordinate and direct personnel, communications, and record-keeping functions to fulfill organizational accounting needs and ensure seamless and efficient financial operations; supervise and assess the performance of assigned staff.

KEY RESPONSIBILITIES
  • Conduct professional financial, accounting, statistical, and record-keeping tasks; ensure fiscal operations adhere to established laws, codes, regulations, policies, and procedures.
  • Monitor Capital Improvement Projects (CIP) and support senior management with timely and precise tracking.
  • Oversee assigned procurement contracts and ensure adherence to compliance standards.
  • Collaborate with financial auditors and assist in annual auditing processes.
  • Develop and maintain records in accounting systems for fund allocations and expenditures; assist in planning, organizing, coordinating, managing, and implementing processes and procedures.
  • Execute purchasing and accounts payable/receivable functions for the organization; assist with payroll tasks as required.
  • Coordinate and direct personnel, communications, and record-keeping functions to meet organizational accounting needs and ensure smooth and efficient financial operations; assist in the development and execution of assigned programs, projects, functions, goals, objectives, and activities.
  • Supervise, train, and evaluate the performance of assigned personnel; interview and select candidates and recommend transfers, reassignments, terminations, and disciplinary actions; assign employee responsibilities and review work to ensure accuracy, completeness, and compliance with established standards, requirements, and procedures.
  • Gather, compile, and interpret data for budget preparation.
  • Initiate fund transfers, billing, and other administrative adjustments in budget allocations.
  • Develop forms and appropriate methods for financial record-keeping and accounting; prepare and assist in the creation of financial statements, documents, analyses, and reports; gather information from various sources and prepare technical statistical and accounting reports; prepare comprehensive and accurate accounting, fiscal, and Management Information Systems (MIS) reports.
  • Prepare journal entries, conduct fiscal transactions, and reconcile accounts, ledgers, expenditures, and other financial transactions.
  • Assist in verifying the accuracy of multiple data entries into the computerized accounting system.
  • Engage with vendors and other staff regarding complex transactions to resolve issues; communicate with administrators, personnel, and external organizations to exchange information, coordinate activities and programs, and address concerns; resolve conflicts and respond appropriately to inquiries.
  • Explain laws, regulations, and procedures to staff and address inquiries using independent judgment; maintain current knowledge of laws, codes, rules, regulations, and pending legislation related to assigned functions.
  • Maintain and update computerized accounting and database systems.
  • Complete multiple priority projects with conflicting deadlines and under stressful conditions.
  • Operate a variety of office equipment including a computer and assigned software.
  • Maintain confidential information in accordance with established legal standards and regulations.
  • Attend and conduct various meetings as assigned.
  • Perform other duties as assigned.
ESSENTIAL QUALIFICATIONS

Education and Experience

Any combination equivalent to: Bachelor's degree in Business Administration, Accounting, Finance, Information Technology, or a related field and four years of progressively responsible professional work experience in maintaining fiscal and statistical records, including one year of advanced journey-level work involving budgets, contracts, or information systems management. Supervisory experience is desirable.

  • Generally Accepted Accounting Principles (GAAP) and procedures.
  • Policies and objectives of assigned programs and activities.
  • Financial and statistical record-keeping techniques.
  • Government accounting and fiscal management functions.
  • Preparation of financial statements and comprehensive accounting reports.
  • Basic budget preparation procedures.
  • Principles and practices of administration, supervision, and training.
  • Technical aspects of the field of specialty.
  • Operation of a variety of office equipment including a computer and assigned software.
