SUMMARY DESCRIPTION
Under general supervision, oversee, allocate, evaluate, and engage in the tasks of personnel responsible for the management and disposal of solid waste, encompassing green waste and recycling initiatives, along with the provision, upkeep, and repair of municipal solid waste containers and associated facilities. Ensure the quality of work and compliance with established guidelines and procedures while executing more technical and intricate tasks related to the assigned area of responsibility.

DISTINGUISHING CHARACTERISTICS
The Solid Waste Operations Supervisor is recognized as a supervisory role with accountability for strategizing, coordinating, and executing the operation and maintenance of the City's solid waste collection and disposal initiatives. This position plays a vital role in the overall administration of the Refuse Collection and Green Waste Divisions by contributing to the formulation of policies and procedures, offering guidance on all aspects of customer interactions, and engaging in the development and oversight of budgets. This role is differentiated from the Manager class by the degree of policy-making authority and additional managerial responsibilities.

REPRESENTATIVE DUTIES
The following responsibilities are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and evolving practices.
  1. Plan, prioritize, assign, supervise, review, and engage in the work of staff responsible for the management and disposal of solid waste, including green waste, composting, and recycling, along with the provision, maintenance, and repair of municipal solid waste containers.
  2. Establish schedules and methods for delivering Refuse Collection and Green Waste services; identify resource requirements; and discuss needs with relevant management personnel; allocate resources accordingly.
  3. Participate in the formulation and execution of goals and objectives as well as policies and procedures; recommend modifications and enhancements to existing standards, policies, and procedures; and monitor work activities to ensure adherence to established guidelines.
  4. Engage in the selection of maintenance and refuse equipment operator personnel; provide or coordinate staff training and coaching; collaborate with employees to rectify deficiencies; and implement disciplinary measures.
  5. Assist in the preparation and management of the Refuse Collection and Green Waste program budget; submit budget proposals; and monitor expenditures.
  6. Execute the most technical and complex tasks of the work unit, including verification of plan checks for container enclosure specifications on proposed site building plans and collaborating closely with developers, architects, planners, and engineers to completion.
  7. Plan, organize, assign, supervise, review, and establish methods of collection and disposal, coordinate the scheduling and mapping of commercial and residential routes and extra bin services, monitor and analyze route sizes, and prepare special haul estimates.
  8. Conduct field inspections to determine appropriate levels and types of refuse service for residential, commercial, and industrial clients.
  9. Coordinate vehicle repair and maintenance with the Fleet Services Division.
  10. Read, interpret, and approve plans and specifications related to refuse services.
  11. Operate a variety of refuse and heavy equipment and instruct subordinates in the safe handling and operation of equipment.
  12. Identify and recommend equipment, materials, and staffing needs for assigned collection and disposal services and projects; prepare detailed cost estimates with appropriate justifications, as required.
  13. Monitor and control supplies and equipment; requisition and purchase materials, supplies, and tools as necessary; prepare documents for equipment procurement; and participate in informal bid processes for vendor selection.
  14. Assist in planning and coordinating annual community clean-up events; support Code Enforcement/Police Department with community clean-ups and various debris removal efforts.
  15. Conduct orientations and implement new employee work safety requirements and necessary division safety trainings.
  16. Participate in the administration of preventative maintenance, in-service training, and safety programs; develop safety programs that comply with Federal and State standards; ensure adherence to safety procedures; and oversee and conduct safety meetings.
  17. Respond to inquiries and provide information to the public in a courteous manner; investigate public complaints and recommend corrective actions.
  18. Address operations, maintenance, and repair emergency situations as required; respond to and investigate accidents and injuries and coordinate the completion of necessary documentation.
  19. Collaborate closely with the Recycling Coordinator regarding new recycling clients and public education initiatives.
  20. Coordinate, schedule, and facilitate illegal dumping and homeless encampment clean-ups with the Police Department and Code Enforcement.
  21. Utilize a two-way radio and text messaging system to coordinate and communicate with Division personnel; monitor the drive cam system.
  22. Analyze, interpret, apply, and enforce applicable Federal, State, and local laws, ordinances, regulations, and guidelines relevant to assigned duties.
  23. Plan and execute solid waste system programs and measures designed to enhance service, prevent service interruption, protect capital investment, meet grant requirements, and other goals and objectives.
  24. Maintain records concerning operations and programs; prepare reports on operations and activities including reports of time, equipment, and materials used.
  25. Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of refuse collection and green waste; incorporate new developments as appropriate into programs; and stay informed of laws, regulations, and municipal codes affecting refuse collection and green waste operations.
  26. Perform related duties as required.
QUALIFICATIONS
The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of:
Operations, services, and activities of Refuse Collection and Green Waste programs.
Principles, methods, and practices pertaining to the functions and operations of refuse collection, green waste, disposal and recycling services systems, scheduling, road and traffic regulations, and route analysis and planning.
Principles of supervision, training, work planning and assignment, performance evaluation, and discipline.
Basic principles and practices of budget preparation and administration.
Principles and procedures of record keeping and reporting.
Principles of business letter writing and basic report preparation.
Pertinent Federal, State, and local laws, codes, regulations, and environmental requirements including those applicable to refuse collection and services.
Principles and methods of preventive maintenance programs.
Tools, equipment, and materials used in refuse collection and services.
Occupational hazards and standard safety practices and procedures.
Implementing the enacted governing Assembly and Senate Bills and Cal Recycling Laws.
Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.

Ability to:
Coordinate and direct Refuse Collection and Green Waste programs.
Supervise, organize, and review the work of assigned staff involved in the collection and disposal of solid waste, including green waste, composting, and recycling, and the delivery, maintenance, and repair of city-owned solid waste containers, and related facilities.
Select, train, and evaluate staff.
Recommend and implement goals, objectives, policies and procedures for providing refuse collection and green waste services.
Understand the organization and operation of the organization and of outside agencies as necessary to assume assigned responsibilities.
Understand, interpret, apply, and enforce general and specific administrative and Department policies and procedures as well as applicable Federal, State, and local policies, laws, and regulations.
Maintain accurate records and prepare clear and concise reports.
Participate in the preparation and administration of assigned budgets.
Inspect field work for proper level and quantity of services.
Apply specialized knowledge of refuse collection functions and operations.
Estimate labor and material costs for maintenance of refuse service levels.
Skillfully use and safely operate a variety of motorized equipment used in refuse collection and services in accordance with applicable vehicle code requirements.
Make sound, independent decisions within established policy and procedural guidelines.
Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
Identify problems, research and analyze relevant information, develop and present recommendations and justification for solution.
Plan and organize work to meet changing priorities and deadlines.
Effectively represent the Refuse Collection and Green Waste Divisions to outside individuals and agencies to accomplish the goals and objectives of the unit.
Work cooperatively with other departments, City officials, and outside agencies.
Respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility.
Operate office equipment including computers and supporting word processing, spreadsheet, and database applications.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work.
