Position Overview: The City of Oceanside is seeking a qualified candidate for the role of Sustainability Program Administrator. This position is situated within the Development Services Department and is pivotal in providing leadership in environmental sustainability initiatives.

Key Responsibilities:

  • Develop, implement, and assess sustainability programs aligned with the City’s climate action objectives.
  • Support climate resilience initiatives addressing challenges such as wildfire management, flooding, extreme weather, drought, habitat conservation, and coastal hazard adaptations.
  • Evaluate program effectiveness, track performance metrics, and recommend improvements to enhance outcomes.
  • Research and secure alternative funding sources, including grants and rebate programs, to bolster sustainability efforts.
  • Manage budgets for assigned programs/projects, ensuring compliance with financial regulations and grant conditions.
  • Prepare comprehensive reports and grant proposals to facilitate program development.
  • Collaborate with various City departments to advance the City’s environmental sustainability goals.
  • Address and resolve complaints related to sustainability programs and contracts.
  • Monitor expenditures, forecast funding needs, and manage grant applications and processes.
  • Interpret and apply relevant sustainability laws and regulations to develop effective City policies.
  • Represent the City in sustainability-related matters with public agencies and organizations.
  • Oversee contracting processes within program areas, ensuring quality and budget adherence.

Knowledge and Skills Required:

  • Understanding of public administration principles with a focus on sustainability and environmental policy.
  • Familiarity with applicable environmental laws and regulations.
  • Expertise in program development and management techniques.
  • Ability to analyze organizational needs and evaluate program effectiveness.
  • Proficiency in budget preparation and management.
  • Knowledge of sustainable procurement practices and climate change initiatives.
  • Competence in modern office procedures and software applications.

Qualifications:

  • Experience: Minimum of five years in roles related to sustainability, environmental programs, or project management.
  • Education: Bachelor’s degree in environmental science, urban planning, public policy, or a related field; a Master’s degree is preferred.
  • Licensure: Valid California driver’s license is required.

Work Environment: Office setting with occasional field visits to various sites, including construction and natural areas.

Physical Requirements: Ability to maintain physical condition for extended periods of walking, sitting, and standing; effective communication skills; visual acuity for interpreting technical documents.
