About the Role

We are seeking a highly skilled and experienced Strategic Human Resources Leader to join our team at HCi Advisory Group. As a key member of our organization, you will be responsible for leading our Human Resources Department and providing strategic guidance on all HR-related matters.

Key Responsibilities
  1. HR Operations Management: Oversee the administration, coordination, and evaluation of human resources functions, including recruitment and selection, benefits administration, classification and compensation, labor and employee relations, HRIS management, leave programs, and ADA accommodations.
  2. Compliance and Policy Development: Maintain responsibility for organization compliance with federal, state, and local legislation pertaining to all personnel matters; develop and administer policies and procedures with an equity lens to meet regulatory requirements; ensure compliance reporting is completed as required; research, develop, and implement policy in alignment with new legislation; review and recommend improvement of agency policies, procedures, and practices on personnel matters to executive leadership.
  3. Employee Relations and Communications: Guide management and staff on personnel actions through research, development, and administration of policies, procedures, and guidelines; communicate and enforce agency values; provide guidance and approval on corrective action, performance plans, and performance goals.
  4. Labor Relations and Negotiations: Participate and assist in labor negotiations; implement and administer labor contracts; investigate union grievances and provide guidance on resolutions.
  5. Employee Relations and Investigations: Conduct and/or support employee relations with investigations on personnel matters and in response to state or federally filed claims; consult with legal counsel as appropriate on personnel matters.
  6. Training and Development: Assess training and development needs, make recommendations; collaborate cross-functionally with learning and development and EDIB.
  7. Departmental Vision and Leadership: Set the departmental vision in alignment with agency objectives; supervise, coach, and develop the human resources staff.
  8. HR Initiatives and Budgeting: Develop, research, and execute agency human resources initiatives such as human resources process improvements and performance management; develop and administer employee relations programming such as service awards and committees focused on work environment initiatives.
  9. Financial Management: Develop and administer the human resources departmental budget.
  10. Professional Development: Participate in conferences and educational opportunities; read professional publications; maintain personal networks; participate in professional organizations.
Requirements
  1. Education and Experience: Bachelor's degree in business administration, human resource management, public administration, or related field. Certification as a Human Resources Professional is preferred.
  2. Extensive Experience: Extensive experience in progressively responsible personnel operations management and administration, including compensation, employee benefits, employee and labor relations, recruitment, training, and development.
  3. Equivalent Combination: An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position.

  2. Comprehensive Knowledge of HR: Comprehensive knowledge of principles and practices of human resources (HR) within a complex organization, including compensation, benefit program administration, employee and labor relations, and talent management.
  3. Federal and State Employment Labor Laws: Federal and state employment labor laws and regulations.
  4. Communication and Conflict Resolution: Extensive communication skills, including a high degree of emotional intelligence, conflict-resolution experience; proven ability to build strong external relationships with a variety of vendors, partner organizations, and other stakeholders.
  5. Leadership and Results-Oriented: A strong leader who communicates a sense of mission and vision, backed by the ability to establish and accomplish goals and objectives. Brings a proven track record of delivering results, designing innovative programs, and leading diverse groups of people to sustain a high-performing operation.
  6. Critical Thinking and Decision-Making: Routinely exercise sound judgment in analyzing situations and in reaching decisions quickly. A self-starter that can multi-task and prioritize.
  7. Policy Development and Presentation: Strong critical-thinking skills, ability to evaluate information, implement timely decisions, and make recommendations that anticipate the costs, benefits, risks, and organizational impact.
  8. Cultural Competency: Cultural sensitivity and competency, which is essential in serving economically disadvantaged, diverse populations, including homeless and special needs households, with a particular focus on households that often fall through the community-based safety net.
  9. Staff Development and Management: Proven success in building productive and engaged work teams with a focus on mentoring and nurturing staff development.
  10. Resource Management: Ability to manage internal and external resources, agencies, and budgets.
