Job Summary

We are seeking a highly experienced and skilled Chief Human Resources Officer to lead our Human Resources Office and oversee a broad range of advisory and operational services. The successful candidate will have a proven track record of managing complex human resources management organizations and related programs.

Key Responsibilities
  • Lead and oversee the work of the Human Resources Office with a diverse staff of approximately 100 total government employees.
  • Oversee a broad range of advisory and operational services directly supporting human resources activities in federal court units located throughout the nation.
  • Create and monitor performance metrics, supporting retirement and financial audits, assessing customer satisfaction, and implementing process improvements for all key services.
  • Direct human resources activities in accordance with the laws, regulations, and policies governing federal Judiciary employment.
  • Develop and manage a robust communications program to provide information to federal Judiciary employees, management, and judges in support of the human resources policies and programs.
  • Efficiently and effectively plan and manage personnel funding, contracts, workspace, equipment, and other resources placed under the oversight of the office.
  • Lead and participate in nation-wide projects and programs in which the Judiciary's human resources policies are considered.
  • Serve as the principal advisor to the courts, federal judges, Judiciary officials, committees and subcommittees of the Judicial Conference of the United States, and advisory groups on all functions related to human resources.
  • Represent and speak on behalf of the AOUSC with senior officials of other government organizations and private organizations regarding significant human resources issues affecting the Judiciary.
  • Work with court executives on strategic planning, agency operations, problem resolution, and development of new and innovative programs to support the AOUSC mission.
  • Foster and maintain productive relationships with court executives and staff, federal judges, officials in the executive and legislative branches, and representatives of private industry.
  • Monitor the external environment and advise federal Judiciary leaders about changes in federal human resources policies and laws that may impact federal Judiciary personnel and judges.
  • Serve as a thought leader regarding the strengths, weaknesses, opportunities, and risks to human resources management within the federal Judiciary.
Requirements

  • Selection for this position is contingent upon completion of OF-306, Declaration of Federal Employment during the pre-employment process and proof of U.S. citizenship for competitive status positions or conversion to a competitive status position with the AO.
  • All new AO employees will be required to complete an FBI fingerprint-based national criminal database and records check and pass a public trust suitability check.
  • New employees to the AO will be required to successfully pass the E-Verify employment verification check.
  • All new AO employees are required to identify a financial institution for direct deposit of pay before appointment.
  • You will be required to serve a trial period if selected for a first-time appointment to the Federal government, transferring from another Federal agency, or serving as a first-time supervisor. Failure to successfully complete the trial period may result in termination of employment.
  • If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.
Qualifications
  • Applicants must have demonstrated experience which shows competence in the qualifications as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which includes interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
  • Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience equivalent to the GS-15/JSP-15/CL 31 level which is in or directly related to the line of work of this position. Specialized experience for this position is demonstrated experience in developing, managing, implementing, and improving a human resources management program.
  • Additional Assessment: Applicants who meet the specialized experience requirements also will be assessed on the following Mandatory Technical Qualifications (MTQs) and Executive Core Qualifications (ECQs).
Mandatory Technical Qualifications
  • Demonstrated experience in managing a complex human resources management organization and related programs, including workforce/staffing assessment, classification, employee relations, performance management, benefits administration, compensation, employee development and training, human resources information systems, and strategic human capital planning.
  • Demonstrated experience in managing a complex multi-level organization to include integrating organizational operations with the agency's strategic plan, mission, vision, values, and objectives.
  • Ability to successfully meet customer expectations as evidenced by a proven track record of strong customer service orientation.
