KCHA seeks a people-centric and forward-thinking Human Resources professional with strong experience who will continue to lead the Authority’s HR Department. Skilled as both a strategic leader, key business partner, and communicator, the VP of HR will be instrumental in the success of KCHA’s ability to serve our community and support our employees.
The Vice President (VP) will report to KCHA’s Executive Vice President of Human Resources – Chief People Officer (EVP/CPO).
This leader will be accountable for planning, directing and overseeing the design, development, and implementation of KCHA’s comprehensive human resources programs. Serving as a member of the senior leadership team, advising executive management, assisting with labor contract negotiations, the VP will provide leadership for all aspects of the HR operations and ensure that departmental vision and goals align with KCHA’s objectives and strategic plan.
KEY RESPONSIBILITIES- Leads and directs staff in the administration, coordination, and evaluation of the human resources functions including recruitment and selection, benefits administration, classification and compensation, labor and employee relations, HRIS management, leave programs and ADA accommodations, and compliance.
- Maintains responsibility for organization compliance with federal, state, and local legislation pertaining to all personnel matters; develops and administers policies and procedures with an equity lens to meet regulatory requirements; ensures compliance reporting is completed as required; researches, develops and implements policy in alignment to new legislation; reviews and recommends improvement of the agency policies, procedures and practices on personnel matters to executive leadership.
- Guides management and staff on personnel actions through research, development, and administration of policies, procedures, and guidelines; communicates and enforces agency values; provides guidance and approval on corrective action, performance plans, and performance goals.
- Participates and assists in labor negotiations; implements and administers labor contracts; investigates union grievances and provides guidance on resolutions.
- Conducts and/or supports employee relations with investigations on personnel matters and in response to state or federally filed claims; consults with legal counsel as appropriate on personnel matters.
- Assesses training and development needs, makes recommendations; collaborates cross functionally with learning and development and EDIB.
- Sets the departmental vision in alignment with agency objectives; supervises, coaches, and develops the human resources staff.
- Develops, researches, and executes agency human resources initiatives such as human resources process improvements and performance management; develops and administers employee relations programming such as service awards and committees focused on work environment initiatives.
- Develops and administers the human resources departmental budget.
- Participates in conferences and educational opportunities; reads professional publications; maintains personal networks; participates in professional organizations.
This position offers a competitive salary range of $163,792 to $253,876 with a midpoint of $208,834.

EDUCATION & EXPERTISE- Bachelor’s degree in business administration, human resource management, public administration or related field. Certification as a Human Resources Professional is preferred.
- Extensive experience in progressively responsible personnel operations management and administration including compensation, employee benefits, employee and labor relations, recruitment, training and development.
- An equivalent combination of experience and education that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position.
- Successful candidates will be collaborative and strategic thinkers with an ability to see the larger picture as well as the smaller tasks necessary for agency success.
- Comprehensive knowledge of principles and practices of human resources (HR) within a complex organization including compensation, benefit program administration, employee and labor relations, and talent management.
- Federal and state employment labor laws and regulations.
- Extensive communication skills, including a high degree of emotional intelligence, conflict-resolution experience; proven ability to build strong external relationships with a variety of vendors, partner organizations and other stakeholders.
- A strong leader who communicates a sense of mission and vision, backed by the ability to establish and accomplish goals and objectives. Brings a proven track record of delivering results, designing innovative programs, and leading diverse groups of people to sustain a high performing operation is critical.
- Routinely exercise sound judgment in analyzing situations and in reaching decisions quickly. A self-starter that can multi-task and prioritize.

ABOUT KCHAKing County Housing Authority (KCHA), the largest affordable housing provider in the Pacific Northwest, seeks to provide innovative, effective, and equitable housing solutions so that all people and communities can prosper.
The Authority, founded in 1939, operates as an independent municipal corporation, providing rental housing and assistance to more than 55,000 people in over 23,000 households. Serving 37 cities (not including Seattle and Renton) and the unincorporated areas of Dr. Martin Luther King, Jr. County, the Authority’s geographic scope of operations spans 2,000 square miles.
