Position Overview:
The Lead Risk Management Specialist delivers a wide-ranging and specialized set of risk management insights to organizational leaders.

Facilitates and champions the execution of suitable risk frameworks while overseeing related management activities aimed at reducing enterprise-wide risk exposures for significant business divisions or operational areas.

May offer oversight, analysis, and strategic recommendations based on overarching goals and industry best practices.
The Office of the Chief Risk Officer (OCRO)

Regulatory Engagement & Strategic Planning team was established to assist the CRO and Risk Management Leadership through various strategic initiatives and ad hoc projects, including:

Mergers & Acquisitions Due Diligence, Business opportunity and external impact evaluations, Executive and Senior Leadership communications, Efficiency improvements, Governance/Controls assessments, etc.

Recently, the team's responsibilities have broadened to create and manage a comprehensive exam management process for Risk Management.

In this new framework, the team will hold direct accountability for the second line of Risk Management, while collaborating with both the first and third lines of defense to ensure consistent and transparent dialogue with regulators.


Scope & Depth:


Recognized as a leading expert within the organization, requiring extensive in-depth and/or broad expertise in a complex field along with knowledge of related areas.

Senior specialist providing advisory services to executives and business segment leaders while governing requirements for their own work.

Integrates understanding of the enterprise function's or business segment's strategy in leading program design, policy formulation, or operational standards across one or more areas of expertise.

Anticipates emerging business trends and regulatory/risk challenges as a basis for recommending substantial product, technical, functional, or operational enhancements.

Acts as a source of expert counsel to senior management in their field of specialization; may lead teams of related specialists/experts.

Advises on execution strategies and spearheads the development and deployment of functional programs or initiatives within their field or across multiple specialties.

Addresses unique and ambiguous challenges with widespread impact; typically oversees standards, controls, and operational methods that significantly affect financial and operational outcomes within their area of expertise.

Requires innovative thinking to devise new solutions.
Influences the technical or functional direction and resource allocation of part of an enterprise function or business segment.
Operates within general policies and industry guidelines.

Engages stakeholders to drive action; serves as a source of expert advice, influences change; contextualizes information within a broader framework.

Provides leadership guidance, makes recommendations, and collaborates with business units to ensure solutions align with complex project or program needs.

Identifies and leads problem resolution for complex project/program requirements-related issues at all levels.

Qualifications & Experience:
A bachelor's degree or technical certification and/or over 10 years of relevant experience.

Advanced knowledge of risk management governance, programs, policies, practices, operational frameworks, and reporting for supported business areas or disciplines to provide objective guidance and independent challenge on initiatives.

Understanding of the risk management landscape, standards, regulations, and mitigation strategies.
Awareness of current and emerging competitive and market trends.
Ability to contribute to the strategic direction of the function and provide counsel to senior leadership.
Proficiency in mentoring and coaching.
Expertise in utilizing advanced analytical software tools, data analysis methods, and specialized reporting techniques.
Advanced capability to lead, plan, implement, and evaluate program/project activities to ensure successful initiative completion.
Ability to influence and achieve results through effective negotiation, problem-solving, and communication skills.
Proficiency in using computer applications, including MS Office.
Ability to communicate effectively in both oral and written forms.
Ability to collaborate and build relationships across teams and functions.
Ability to work successfully as part of a team and independently.
Ability to exercise sound judgment in decision-making.
Ability to analyze, organize, and prioritize work while meeting multiple deadlines.

Client Responsibilities:


Leads the creation and/or implementation of specific standards, policies, and/or processes that identify, report on, and mitigate operational (or all major) risk exposures within the business.

Proactively assesses potential risks and ensures escalation of key risks to appropriate areas and/or executive review, providing business executives with findings and action plans to mitigate and manage these risks.

Establishes and maintains ongoing analysis and reporting on operational risk and/or other major risk categories as applicable to their business or functional area, reviewing findings and action plans with business leaders to mitigate and manage key issues.

Coordinates and/or guides activities related to core operational risk disciplines/programs, including Risk & Control Self-Assessment, Business Continuity Management, Outsourcing & Vendor Management, and Regulatory Compliance (e.g., CDIC, AML, Privacy, IDA, CBA, SOX, Basel, etc.).
Supports enterprise-wide operational risk escalation, review, and approval processes, data management, policies, and risk assessment processes.

Directs the development and monitoring of Key Risk Indicators and facilitates communication and resolution of risk issues among other business segments where applicable.

May be accountable for managing ancillary operational risk areas (e.g., BCM/incident management, outsourcing/vendor management, fraud aggregation and assessment, Basel implementation/capital analysis, change management, Privacy, AML, LCM, and other regulatory issues), in addition to core functions.
May provide support for other major risk areas (e.g., Market, Credit, Reputational, and/or Regulatory risks, etc.).
May serve as a point of contact for guidance in monitoring/reporting compliance, management, and strategic initiatives.
Provides comprehensive commentary in support of the development/maintenance/oversight of policies/procedures/practices, as required.

Ensures business operations comply with applicable internal and external requirements (e.g., financial controls, segregation of duties, transaction approvals, and physical control of assets).
Participates in cross-functional/enterprise initiatives as a subject matter expert, helping to identify risk and provide guidance for complex situations.
Conducts internal and external research projects; supports the development/delivery of presentations/communications to management or broader audiences.

Conducts meaningful analysis at the functional or enterprise level, using results to draw conclusions, make recommendations, and assess the effectiveness of programs/policies/practices.

Monitors service, productivity, and assesses efficiency levels within their function, implementing continuous process/performance improvements where opportunities exist.
Leads/facilitates and/or implements actions/remediation plans to address performance/risk/governance issues.

Actively manages relationships within and across various business lines, corporate and/or oversight functions, ensuring alignment with enterprise and/or regulatory requirements.

Keeps informed of emerging issues, trends, and evolving regulatory requirements, assessing potential impacts.
Maintains a culture of risk management and control, supported by effective processes in alignment with risk appetite.
