Position Overview

Potential for Hybrid Work Environment

The New York Housing Trust Fund is dedicated to enhancing affordable housing solutions and promoting homeownership across New York State.

No Civil Service examination is necessary for this role. Candidates must fulfill the minimum qualifications detailed below to be eligible.

This role is under the auspices of the Housing Trust Fund Corporation (HTFC). HTFC operates as a public benefit corporation affiliated with the New York State Housing Finance Agency, focusing on community development through the construction, revitalization, and preservation of low-income housing, business development, job creation, and public infrastructure.

Legal Affairs Office serves as the legal department within the Division of Housing and Community Renewal, led by a General Counsel. This unit provides legal guidance, representation, and ensures adherence to federal and state legal requirements across all agency offices and program areas. The primary functions are categorized into four key areas: General Law, Litigation, Hearings, and Transactions.

Position Summary:

The Associate Attorney will contribute as a key member of a dynamic transactional real estate practice, representing the agency in intricate construction financing and mortgage refinancing for multi-family affordable housing projects.

Key Responsibilities:

  • Possess a comprehensive understanding of state and federal housing programs, be well-versed in relevant statutes and regulations, and adept at applying these laws when negotiating and drafting agreements, legal contracts, and documents for various program areas related to capital development, community renewal, and housing preservation.
  • Oversee a portfolio of ongoing projects requiring refinancing, workouts, or restructuring, as well as finance and development initiatives, and conduct document reviews for closing.
  • Support program staff in formulating and executing enforcement policies as needed for the agency units served.
  • Supervise attorneys and/or legal personnel while assisting in the allocation of refinancing assignments within the HTFC portfolio.
  • Handle confidential materials and aid in the implementation of policies and procedures pertinent to various funding sources.

Minimum Qualifications:

  • Admission to the New York State Bar and a minimum of four years of legal practice experience.
  • Additional expertise in public policy, administration, real estate, finance, procurement, the NYS Freedom of Information Act, and supportive housing will be advantageous.
