The New York Housing Trust Fund is dedicated to enhancing affordable housing solutions and promoting homeownership across New York State.

This position is part of the Housing Trust Fund Corporation (HTFC) payroll. HTFC serves as a subsidiary public benefit corporation of the New York State Housing Finance Agency, focusing on community development through the construction, revitalization, and preservation of low-income housing, business development, job creation, and public infrastructure enhancement.

About the Legal Department: The Office of Legal Affairs functions as the legal arm of the Division of Housing and Community Renewal, led by a General Counsel. This unit provides legal guidance, representation, and ensures adherence to federal and state legal requirements across various agency programs.

Position Summary:

The Associate Attorney will contribute to a dynamic transactional real estate practice, representing the agency in intricate construction financing and mortgage refinancing matters pertaining to multi-family affordable housing.

Key Responsibilities:

  • Possess a comprehensive understanding of state and federal housing initiatives, familiar with relevant statutes and regulations, and adept at applying these laws in the negotiation and drafting of agreements and legal documents across multiple program areas, including capital development and housing preservation.
  • Oversee a portfolio of ongoing projects requiring refinancing, restructuring, and financial development, while conducting thorough document reviews for closing processes.
  • Collaborate with program staff to formulate and execute enforcement policies as needed for the agency's operational units.
  • Supervise legal personnel and assist in the allocation of refinancing assignments within the HTFC portfolio.
  • Handle confidential materials and aid in the implementation of policies and procedures related to various funding sources.

Required Qualifications:

  • Must be admitted to the New York State Bar with a minimum of four years of legal practice experience.
  • Additional qualifications that would support our mission and advance the state's housing objectives include experience in public policy, administration, real estate, finance, procurement, and familiarity with the NYS Freedom of Information Act, as well as supportive housing.
