Summary

Join our dedicated team at Chenega Corporation. We are looking for an Operations Support Manager to assist the MDA Security and Emergency Management Directorate (DSS) in overseeing Security Operations Services across MDA facilities.

Responsibilities

Key Duties Include:

  • Ensure comprehensive operations support, including badging, common access card management, visitor control, and event coordination, adhering strictly to contract stipulations.
  • Develop and assess technical documentation to recommend enhancements for security practices, efficiency, and performance.
  • Manage incoming and outgoing Visit Authorization Requests (VARS).
  • Enforce access control and circulation protocols at MDA facilities.
  • Issue security credentials such as Access Badges, Common Access Cards (CACs), PEA Cards, and Courier Cards.
  • Act as a CAC pin reset administrator, unblocking and resetting CAC pins to align with OnGuard records.
  • Receive training in Annex I (Badge Administration) and maintain knowledge of all relevant Badge Program functions.
  • Execute the Visitor Control Program in accordance with Annex J, ensuring compliance with procedural guidelines.
  • Provide first response and emergency assessment, certified in Red Cross first aid, Adult CPR, and external defibrillator (AED) use.
  • Support SOC operations by monitoring three integrated electronic security systems.
  • Conduct security inspections and respond to alarms, incidents, and emergencies as necessary.
  • Maintain situational awareness regarding security matters.
  • Assist with CAC/Badge, Visitor Control Center, and conference coordination as required.
  • Demonstrate proficiency in Lenel OnGuard IESS, Milestone CCTV, DEERS/RAPIDS, and DISS, contributing to the EACS Training Program, Quality Control Program, and Property Management Program.
  • Create and manage accounts in both OnGuard and Milestone, ensuring appropriate access levels.
  • Obtain and sustain all necessary CAC office certifications through DMDC (Defense Manpower Data Center) as needed.
  • Facilitate MDA in/out-processing (WITS) programs.
  • Ensure accountability for CAC and Badge consumables and supplies.
  • Submit Incident Reports for any events covered in the emergency checklist.
  • Utilize the AtHoc system to issue e-alerts.
  • Troubleshoot OnGuard issues, ensuring records for your region are accurate and complete.
  • Generate various reports in OnGuard and provide feedback on alarms, tracing their causes.
  • Manipulate door functions within OnGuard as necessary.
  • Inventory and account for all Government Property assigned to your position.
  • Conduct key inventory/control in accordance with SOPs.
  • Perform additional duties as assigned.

Qualifications

Required Skills and Experience:

  • A minimum of a BS/BA degree in computer science or a related field, or equivalent training and experience.
  • At least eight (8) years of management experience, preferably with a civilian police force, military police, or civilian security organization.
  • A decade of experience in security or law enforcement administration, with substantial operational experience in armed forces, security, police, or a related field, including eight (8) years at a supervisory level.
  • Eight (8) years of progressively responsible experience in analytical decision-making and administrative tasks at the executive management level.
  • Eight (8) years of specialized experience directly related to access control, badging, or common access cards.
  • Eligibility to obtain and maintain a Secret Clearance.

Knowledge, Skills, and Abilities:

Proficiency in various computer software applications, including word processing, spreadsheets, databases (MS Word, Excel, Access, PowerPoint), and Outlook.
