Responsibilities

Key Duties Include:

  • Ensure comprehensive operations support, including badging, common access card issuance, visitor control center management, and conference event coordination, all in strict adherence to contract stipulations.
  • Develop and assess technical documentation to propose enhancements for security practices, operational performance, or efficiency.
  • Manage incoming and outgoing Visit Authorization Requests (VARS).
  • Implement access control measures and circulation enforcement at MDA facilities.
  • Issue security credentials, including Access Badges, Common Access Cards (CACs), PEA Cards, and Courier Cards.
  • Act as the CAC pin reset administrator, managing CAC pin unblocking and resets to ensure alignment with OnGuard records.
  • Receive training in the execution of Annex I (Badge Administration) and maintain knowledge of all relevant Badge Program functions.
  • Oversee the Visitor Control Program as outlined in Annex J, ensuring compliance with procedural guidelines.
  • Provide initial response and assessment during emergencies, holding certifications in Red Cross first aid, Adult CPR, and external defibrillator (AED) usage.
  • Support SOC operations by monitoring three integrated electronic security systems.
  • Conduct security inspections and respond to alarms, incidents, and emergencies as necessary.
  • Maintain situational awareness regarding security conditions.
  • Assist with CAC/Badge, VCC, and conference coordination as required.
  • Possess proficiency in Lenel OnGuard IESS, Milestone CCTV, DEERS/RAPIDS, and DISS, contributing to the EACS Training Program, Quality Control Program, and Property Management Program.
  • Create and manage accounts in both OnGuard and Milestone, ensuring appropriate access levels are assigned.
  • Obtain and sustain all necessary CAC office certifications through DMDC (Defense Manpower Data Center) as needed.
  • Facilitate MDA in/out-processing (WITS) programs.
  • Ensure accountability for CAC and Badge consumables and supplies.
  • Prepare Incident Reports for any events outlined in the emergency checklist.
  • Utilize the AtHoc system to issue e-alerts as required.
  • Troubleshoot OnGuard systems, ensuring records for your area are accurate and complete.
  • Generate various reports in OnGuard and provide feedback on alarms, tracing their origins as necessary.
  • Manipulate door functions within OnGuard as needed.
  • Inventory and account for all Government Property assigned to your role.
  • Conduct key inventory and control in accordance with standard operating procedures.
  • Perform additional duties as assigned.

Qualifications

Required Qualifications:

  • A minimum of a BS/BA degree in computer science or a related field, or equivalent training and experience.
  • At least eight (8) years of management experience, preferably within a civilian police force, military police force, or civilian security organization.
  • A decade of experience in security or law enforcement administration, with substantial operational experience in the armed forces, security, police, or a related field, including eight (8) years at a supervisory level.
  • Eight (8) years of progressively responsible experience in analytical decision-making and administrative tasks at the executive management level.
  • Eight (8) years of specialized experience directly related to access control, badging, or common access cards.
  • Eligibility to obtain and maintain a Secret Clearance.

Knowledge, Skills, and Abilities:

Proficiency in various computer software applications, including word processing, spreadsheets, databases (MS Word, Excel, Access, PowerPoint), and Outlook.
