This is an exciting opportunity to use your experience and provide support to the Department of Defense’s mission.  This position will be part of mission operations and will be operating in a fast-paced environment.  The candidate should be well versed in infrastructure operations and will be responsible for overseeing the investigation and resolution of problems for systems. The Operations Manager will work with the Program Manager (PM) and Lead Systems Engineer (LSE) to evaluate alternatives including cost and risk, supportability, and analyses for total systems.Duties include performing systems requirements analysis, functional analysis, timeline analysis, trade studies, requirements allocation and interface definition, technical management, integration, system testing, and quality assurance.  The candidate will: Influence development of solutions that impact strategic project/program goals and business results; Recommend and develop new technical solutions, products, processes and/or standards in support of function’s strategy and operations; and lead and manage work efforts of other technical staff to include IT staff, Engineers, and IT SMEs, that has significant impact on project results/outputs.The ideal candidate will have the experience resolving highly complex problems using significant application of technical knowledge, conceptualizing, reasoning, and interpretation. They will develop solutions that are highly innovative and achieved through research and integration of best practices.This is a 100% on-site position. All work must be performed at the customer site in Bethesda at the Intelligence Community Campus.Primary ResponsibilitiesOversee work effort of a diverse team of IT System Administrators and System Engineers supporting core systems/services impacting enterprise operations.Responsible for the supervision and performance management of the Task Order IT personnel.Manage various sizes of cross-functional teams, both indirect internal and external resources, to understand and evaluate functional requirements, review technology/application alternatives, and develop innovative business solutions and designs with IT engineers and system administrators.Work with TO PM to develop and implement technology roadmap, oversee, and manage projects, and provide the status of projects to the PM and senior management.Coordinate response to service outages, track restoration efforts, and keep stakeholders informed.Collaborate with Engineering, Technical Support Team, Cyber Security Team and Data Center manager to resolve issues impacting operations. Develop and implement policies and procedures necessary to ensure subordinate Team Leads are following best business practices in the support of a large, multi-enclave, enterprise environment.Manage projects internal to infrastructure operations and oversee outside projects to ensure seamless transitions between design/development and O&M.Monitor system availability, conduct analysis of incidents, and provide data to leadership on a weekly and monthly basis to explain impact on customers, systems, and security.Develop Key Performance Indicators (KPIs) to demonstrate to the customer the work effort and value provided by individual teamsReview O&M documentation, Standard Operations Procedures, provide insights to Team Leads, and ensure all staff are operating from the same documentation.Update and provide update operational briefings and reports for customer and senior leadership.Maintain high performing service support functions including IT service desk, desktop support for critical mission and customer.Oversee training plans/efforts; develop methodology to train new employee and standardize training for existing employee.Develop full-scale detailed project plans, IT operations processes and manage task dependencies and critical path.Ensures tickets are created and works with team to ensure they are prioritized accordingly with the product owner.Basic QualificationsExperience interacting with, and briefing, military, and government civilian leadership.Knowledge of Intelligence Community (IC) IT standards and best practices.Experience conducting root cause analysis and providing recommendations to minimize future risk to the environmentExperience with supporting physical and virtual server environments.Time management skills and the ability to shift focus between major topics at a moment’s notice.Strong oral and written communications skills.Track record of effectively managing a large, diverse, team of IT professionalsExperience working with teams to improve existing processes and procedures.Experience managing projects spanning the service lifecycle (implementation, upgrade, refresh, and decommission)Experience with IT Service Management methodologyExperience with the Department of Defense Architectural Framework (DoDAF) and its relevance to standardizing documentationFamiliarity with the Risk Management Framework (RMF)Familiarity with incident/change management ticketing systems such as Service Central and JIRA.Candidate must, at a minimum, meet DoD 8570.11- IAT Level II certification requirements (currently Security+ CE, CCNA-Security, GICSP, GSEC, or SSCP along with an appropriate computing environment (CE) certification).Familiarity with day-to-day management and maintenance of enterprise solutions to include, but not limited to:Microsoft ServerRed Hat Enterprise Linux (RHEL)CentOS LinuxSolarisVMwareSplunkSolarWindsMicrosoft ExchangeMS365/O365SAN/NAS Storage SolutionsActive DirectoryMicrosoft SQLMicrosoft SharePointMicrosoft System Center Configuration Manager (SCCM)Data Center managementEducation/Experience RequirementsRequires a Bachelor’s degree and 12+ years of prior relevant experience, or Master’s with 6+ years of relevant experience, Associate's with at least 10 years of relevant experience, or High School Diploma with at least 12 years of relevant experience. Generally has 4+ years of experience supervising or leading teams or projects.ClearanceActive TS/SCI clearance with Polygraph required OR active TS/SCI and willingness to get a Poly.US Citizenship is required due to the nature of the government contracts we support.Preferred QualificationsITIL certificationAdvanced Degree in a technical domainOriginal Posting Date:2024-08-16While subject to change based on business needs, Leidos reasonably anticipates that this job requisition will remain open for at least 3 days with an anticipated close date of no earlier than 3 days after the original posting date as listed above.Pay Range:Pay Range $122,200.00 - $220,900.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary.
