Oversee facility construction and engineering assessments for both new and existing projects, which encompass domestic facilities, new embassy/consulate constructions, and international building enhancements that align with established standards for diplomatic facilities.
Ensure adherence to Overseas Building Operations (OBO) and Overseas Security Policy Board (OSPB) regulations.
Evaluate the incorporation of technologies and improvements into current and future specifications for the construction of domestic and overseas structures.
Design, review, and collaborate on initiatives to establish objectives, scope, and milestones for the construction security evaluation of new or modified projects.
Guarantee compliance with secure federal facility project planning, design, and construction standards, particularly regarding secure construction, vaults, SCIFs, and Post Communications Centers.
Advise on facility designs concerning the storage of sensitive materials, while updating security procedures and standards.
Conduct technical surveillance countermeasures (TSCM) and TEMPEST assessments to support physical and technical security operations.
Research and formulate recommended policies and standards addressing security vulnerabilities of U.S. diplomatic facilities abroad.
Coordinate and resolve draft policies and standards with relevant partners as necessary.
Provide evaluations to formulate security policies, prepare documentation, and ensure that security policies remain up-to-date.
Draft notifications for Congress regarding designs, construction, and renovations.
Deliver briefings and training on construction security policies and participate in Construction Security Plan reviews and client security design briefings.
Prepare documentation for Construction Security Review Board meetings and manage the delivery of architectural drawings and materials.
Qualifications:Basic Qualifications:
TS/SCI with Polygraph clearance.
Proven experience in managing operational tracking of client space allocations, analyzing quarterly space data trends, preparing financial reports based on space allocations, and maintaining a comprehensive drawing and database repository.
Ability to support client facilities organizations across a spectrum of facilities-related tasks.
Proficient in developing, implementing, and overseeing facilities-related budget execution requirements.
Capable of providing a variety of project management services to facility occupants.
Ability to offer guidance on various facilities project issues, including risk assessment and impact on client-owned and leased properties.
Skilled in updating and maintaining documentation in direct support of client facilities.
Minimum of 8 years of experience with a BS/BA; 6 years with an MS/MA; or 3 years with a PhD (additional years of experience may substitute for formal education).
Desired Qualifications:Familiarity with software tools such as ARCHIBUS, BUILDER, Microsoft Office, Access, or Project.
