Job Description:

Under direction, performs a variety of technical, administrative, and advanced clerical duties in recruitment and selection, classification and salary administration, benefits programs, equal employment opportunity, employee/labor relations, employee development, training, and/or other human resources programs.

ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:

  1. Assists in recruitment and examination planning and activities, prepares job announcement bulletins and brochures, writes and places advertisements, reviews applications for completeness and to determine if applicants meet minimum qualification requirements, serves as chief proctor for a variety of employment tests, conducts interviews, arranges for oral interview panels and chairs qualification appraisal panels, responds to applicant inquiries concerning qualification requirements and selection procedures, and interviews candidates.
  2. May conduct classification studies of single positions and/or assist higher level analysts as a team member on larger classification studies, collects from, and/or provides, data relating to salaries, benefits, organizational structure, etc.
  3. Compiles and assembles data into appropriate format and makes comparisons between District job specifications and those of other agencies.
  4. Counsel's employees and explains rules, policies, and procedures concerning SacSewers group insurance plans and programs, provides formal presentations on all aspects of benefits plans and procedures, answers specific inquiries from employees, supervisors, and/or the public.
  5. Collects information on standard industry practices and tracks new legislation in order to recommend revisions to District programs, contracts with vendors for services and monitors contract compliance, ensures appropriate legal notifications are transmitted to employees and former employees regarding benefits entitlements and may obtain legal opinions to resolve benefits issues and/or obtain legal interpretations.
  6. Prepares and coordinates proposed annual resolutions and Salary Resolution Amendments.
  7. Assists in the coordination, development, and implementation of training and safety programs.
  8. Maintains records, enters data, and answers questions from employees, supervisors, and other staff.
  9. Research District human resources policies and regulations, personnel, and payroll records; compiles information for reports, and prepares a variety of written reports.
  10. May supervise one or more staff personnel in carrying out assigned tasks.
  11. Performs other related duties as assigned.

Ability to:

  1. Read, understand, and explain human resources policies, procedures, and rules.
  2. Communicate clearly and effectively in front of groups and on a one-on-one basis.
  3. Plan and organize work efficiently and effectively.
  4. Learn effective interviewing techniques.
  5. Exercise good judgement.
  6. Establish and maintain harmonious working relationships with staff, other agencies, and the public.
  7. Research and write reports and correspondence in a grammatically acceptable and logical form.
  8. Learn higher technical skills involved in an assigned phase of human resources management.

Compensation:

$33/hr to $37/hr.

Exact compensation may vary based on several factors, including skills, experience, and education.

Benefit packages for this role will start on the 31st day of employment and include medical, dental, and vision insurance, as well as HSA, FSA, and DCFSA account options, and 401k retirement account access with employer matching. Employees in this role are also entitled to paid sick leave and/or other paid time off as provided by applicable law.
